- Procurement and Acquisition: Manage the acquisition process for software development and IT services, ensuring compliance with federal regulations and the FTC’s strategic goals.
- Agile Process Management: Lead or support the application of Agile methodologies in the procurement and implementation of software development projects. Collaborate with development teams to ensure seamless integration and project success.
- Contract Management: Develop and manage contracts for technology acquisitions, including conducting market research, issuing requests for proposals (RFPs), and evaluating vendor responses.
- Stakeholder Communication: Serve as a liaison between stakeholders (including IT, legal, and program teams) and vendors to ensure requirements are clearly understood and addressed in contracts and agreements.
- Risk Mitigation: Identify and mitigate risks associated with the acquisition process, ensuring the delivery of high-quality software solutions that meet mission needs.
- Continuous Improvement: Stay updated on emerging software development practices and industry trends, integrating best practices into procurement strategies.
- Education: Bachelor’s degree in Business Administration, Information Technology, or a related field.
- Experience:
- Proven experience with federal acquisition processes and procurement of software and IT services.
- Familiarity with Agile Software Development methodologies (e.g., Scrum, Kanban).
- Experience managing contracts related to IT services, including software development.
- Strong knowledge of FAR (Federal Acquisition Regulation) and FASA (Federal Acquisition Streamlining Act).
- Excellent written and verbal communication skills, with the ability to communicate technical requirements to non-technical stakeholders.
- Certifications:
- Project Management Professional (PMP) or Agile certifications (e.g., Certified Scrum Master (CSM), Certified Scrum Product Owner (CSPO)).
- Federal Acquisition Certification in Contracting (FAC-C) or similar certifications.
- Experience:
- Direct experience working within a federal agency or a government contracting environment.
- Experience managing Agile development contracts.
- Knowledge of security and compliance requirements related to federal software procurement.
