Purpose of Position
The purpose of this position is managing the day-to-day operations, reporting directly to the elected Clerk of Courts and represent her in her absence. To coordinate, effectuate, and enforce all aspects of jury management as required by Wisconsin Statute and County procedures. Supervise, train, and direct office staff to ensure sufficient coverage and efficient processing of all civil, family, traffic, and criminal cases. Performance of all duties, rights, and responsibilities of the Clerk of Circuit Courts in his/her absence. The work is performed under the direction of Clerk of Circuit Courts.
Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
1. Manage all aspects of the jury system including, but not limited to: manage the jury data base; summon jurors; excuse and reschedule potential jurors; prepare forms and reports; conduct juror orientation; liaison with judges and other persons and agencies regarding jury; prepare juror payment file; manage bailiffs, prepare and host annual bailiff training; and prepare the annual jury report to the Supreme Court.
2. Ensure that the mandatory and non-mandatory duties of the office are performed in a satisfactory manner through the direct supervision of ten staff by making day-to-day work assignments, prioritize work tasks, approve/deny leave, coordinate courtroom and counter coverage, problem solve, train staff, evaluate the effectiveness of staff, and analyze the impact of policies, practices, and procedures. Promote a positive and professional workplace culture.
3. Represent the elected Clerk of Courts in her/his absence by being a liaison with judges and other department executives, attend meetings on her/his behalf, perform signatory duties, approve time sheets, conduct meetings and training, respond to customer inquiries, and make changes to office operations to meet business needs, manage staff, and problem solving.
4. Responsible to know and practice the safety policies of the County and perform all job tasks in a safe and prescribed manner.
Additional Tasks and Responsibilities
While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.
1. Assist the elected Clerk of Courts - evaluate, update, create and monitor policies, procedures and business systems within the office; conduct staff performance reviews; deal with personnel issues; deal with inter-agency and customer service related problems; ensure the logistic needs of the office are adequate by interacting with Maintenance, Information Technology, Security, Human Resources, Treasurer, and other assorted offices and to confer with the elected Clerk of Courts in the general management of the office.
2. Perform tasks related to processing child support cases and State and county liens.
3. Any other duties as assigned.
Minimum Training and Experience Required to Perform Essential Job Functions
Associate Degree in Management, Supervision or related field required; five (5) years of broad-based legal experience in a legal or court environment, or other experience that provides equivalent knowledge, skills and abilities. Two (2) years of supervisory experience, preferred.
