Wood River Health has an exciting opportunity to join the team as Director of Quality Improvement & Risk Management (Director). This position works under the direction of the Chief Medical Officer and will manage and oversee all quality improvement and risk management program. The goal is to foster clinical excellence, promote innovation and ensure Quality and risk management ensure patient safety by participating in clinical initiatives that promote evidence-based practices
The Director will work closely with the Senior leadership team and with other managers to engage in practices to effectively manage the day-to-day aspects and operations of the health center. As part of this position’s daily responsibilities, the Director will provide leadership and direction for quality improvement and risk management. Assisting in the development and implementation of the Quality Improvement and Safety and Risk Management program. The Director will serve as the organization’s Privacy Officer for the organization assuring compliance with the privacy regulations. Utilizing the computer and related systems, the Director will be responsible for interpreting various forms of data and presenting findings to various groups and entities. The Director will lead the organization in its preparation for and maintenance of NCQA, PCMH, FTCA, and any other accreditation, recognition, or certification processes selected by WRH.

ESSENTIAL DUTIES; include but are not limited to:
- Supervise and support quality management staff, providing opportunities for development
- Work closely with other departments to ensure that quality and risk management initiatives are integrated across the organization.
- Prepare and present reports and related analysis on quality performance and risk management to WRH Board of Directors and management
- Demonstrate knowledge of current regulatory/accreditation requirements, and quality metrics and benchmarks
- Facilitate the ongoing development of programs, services, and workflows to meet or exceed Patient Centered Medical Home (PCMH) and the RI Department of Health program standards and accountable entity
- Acts as a change agent to develop and manage systems and enhancing existing workflows and provide training as necessary to staff.
- Facilitate the development, implementation, and review of the WRH Quality Improvement Plan and the Safety and Risk Management Plan Assuring WRH Board of Director approval every three years or if significant changes are made prior.
- Participates in the implementation and oversight of the Corporate Compliance Program
- Develops and implements a clinic risk management program, including identification of categories and types of risk
- Recommends to senior leadership and board committees for all categories and types of risk, the levels of risk to be retained by the health center versus that which should be protected against through the acquisition of insurance
- Completes an Annual Risk Management Report on the status of the risk management program to the WRH Board of Directors and appropriate management. Assuring that Quarterly Risk Assessments are conducted and appropriate follow up is conducted
- Work with senior leadership and others to meet goals identified in the HRSA 330 grant and other funding and regulatory requirements, such as the UDS, and other state and regional reporting and monitoring entities
- Develop measures to establish system-wide compliance practices and policies in accordance with HIPAA and other privacy and security related guidelines for security and confidentiality of data and information. Serve as the organization’s Privacy Officer
- Plan and conduct in-service and continuing education opportunities for the WRH staff and Board on relevant quality improvement topics, risk management and other related subject matter
- Develop and maintain professional relationships with internal and external parties engaged and involved in health center activities and initiatives
- Act as liaison to the WRH Board of Directors on matters related to areas of responsibility
- Assist in the development and fulfillment of the organization’s strategic plan
- Develop, review, revise and implement policies and procedures related to quality improvement and risk management
- Make recommendations for corrective action and facilitate appropriate follow-up of problem resolution of issues, problems, and concerns
- Recommend hiring and disciplinary action up to and including termination
- Participate fully in safety and risk management committee
- Lead internal quality management committee
- Assures that all quality improvement and risk management activities are conducted including but not limited to: provider quality dashboard, risk management trainings/relevant annual trainings, RI DOH Cancer screening program, gaps in care, quality incentive programs/quality initiatives
- Provides oversight of the Incident Reporting System assuring appropriate follow-up and corrective actions are taken as necessary
- Attend and actively participate in supervision, training and other meetings, as assigned
- Maintain strict confidentiality in all matters
- Operate within the scope of the Health Information Portability and Accountability Act to safeguard the privacy of protected patient health information

SUPERVISORY RESPONSIBILITIES:
- Hire, train, and supervise employees within functional areas of responsibility. Evaluate performance and regularly provide feedback.
EDUCATION AND EXPERIENCE:
- Bachelors degree in human services, healthcare or other related field required
- A minimum of three years’ work experience in an ambulatory or community-based healthcare setting
- A minimum of five years’ supervisory/management experience
- Knowledge of the fundamentals of Quality Improvement
- Experience with electronic health records (NextGen, eClinicalWorks, QSI, etc.) and database software/report writing (Access, SQL, SPSS, etc.), preferred
- Knowledge of current local, state and federal laws and regulations and accreditation standards related to the delivery of ambulatory healthcare, safety, and risk management
- Ability to use the computer to track, store and manipulate data
- Strong analytical skills to interpret various forms of data and present findings to various groups
- Ability to develop and provide training to various levels of staff
- Ability to work with and analyze data to identify trends, explain outcomes and the impact of service delivery, or the lack thereof
- Ability to communicate effectively and persuasively, both orally and in writing
- Ability to develop, implement and manage individual projects and those of the QI Program committees and ad-hoc teams
- Excellent interpersonal skills and ability to work effectively at an independent level and with others in the workplace
- Ability to effectively use MS Office Suite, Internet, and email, with expertise in Microsoft Word and Excel
- Cultural sensitivity necessary to work with a diverse patient and staff population
LICENSURE AND CERTIFICATION:
- Certified Professional in Healthcare Quality (CPHQ) or similar certification in quality assurance or health quality management, preferred
