Estimated annual base pay : $107,200 (minimum) - $134,000 (midpoint) - $160,800 (maximum)

Are you ready to make your mark? If you're a Compliance Specialist , we have an exciting opportunity for you. The Specialist promotes the advancement of procurement disciplines by monitoring and evaluating procurement practices to ensure compliance with the respective policies and procedures; and by reviewing procurement contracts to ensure compliance with regulatory requirements. The GSC Compliance Specialist II has advanced knowledge in regulatory flow down, government procurement policy, procedure and instructions, including experience with small business advocacy program.

What You Will Be Doing

Supports the development and implementation of compliant standard work processes, with continuous improvement mindset through integration with other functional teams. Drives implementation of audit and compliance applications and automation tools

Performs post-award reviews Purchasing files on a monthly basis to ensure post award documentation is included in the file package (such as acknowledgement, debarment certification, etc.). Develops, implements and maintains a Corrective Action Plan / Process for resolution of deficiencies noted during pre and post award reviews

Prepares and submits reports on an as required basis including support of small business semiannual reporting via Electronic Subcontracting Reporting System (ESRS)

Supports the development and delivery of in-depth training for GSC and COE Purchasing Teams on an as needed basis, focusing on changes in the FAR / DFARs Regulations and Public Law changes and / or new hire training

Maintains professional knowledge, including comprehension and adherence, of changes in government regulations (FAR, DFARS), and related company policies and procedures

Reviews and approves the procurement justification package pre-award

Mentors and coaches purchasing teams as to the interpretation and preparation of purchase order documentation and assists buyers and managers in identifying small business acquisition opportunities

Captures and reports essential compliance metrics

Identify issues, and RCCA, with operational adherence to compliance requirements to address gaps and provide continuous improvements

Identifies when certified cost analysis activities are required and provides next steps and options to buyers

Supports all external audit activities within the procurement function, including government Contractor Purchasing System Review (CPSR), support to customer pre-award and post-award audits, and other audits as required

Conducts functional audits as required (i.e. procurement package documentation, policies and procedures, ISO, etc.) to evaluate all aspects of departmental performance

What We Are Looking For

US - Bachelor's Degree in Arts / Sciences (BA / BS) In Business or Engineering discipline required

5 years' experience in government procurement or subcontract management required

Strong expertise in U.S. government and commercial procurement practices

Demonstrated solid knowledge of FAR / DFARS

Ability to research and interpret contract and regulatory flow downs and incorporate into PO terms and conditions

Proficiency in government accounting principles and cost analysis techniques,

Demonstrated knowledge of government Small Business Program requirements

Excellent verbal and written communication skills, including audit and management report writing

Familiarity with the Contractor Purchasing System Review (CPSR) process,

Knowledge of management information systems terminology, concepts, controls and practices. Proficiency with MS office and prior experience with ERP and financial systems

Ability to travel, including international (Western Europe, Poland, UK, Asia),

CPM, CPCM preferred
