Summary:
The Deputy Director is responsible for all aspects of the Authority’s daily operations. This entails a comprehensive scope of duties ranging from administrative functions to strategic decision-making. With a keen focus on efficiency and effectiveness, the Deputy Director ensures that all operational processes align with the organization's mission, goals, and regulatory requirements.
Duties/Responsibilities
· Strategic Planning: Collaborate with the Executive Director in developing and implementing strategic plans and objectives to address housing needs within the community. Assist in setting goals and targets for the organization's growth and development.
· Policy Compliance, Development, and Implementation: Research, analyze, and recommend policies and procedures related to affordable housing, contract management, and property management. Ensure compliance with federal, state, and local housing regulations and laws. Assist in implementing new policies effectively across all departments.
· Contract Management: Monitor all contracts including, but not limited to, architectural, engineering, maintenance services, inventory materials, and professional services contracts, to ensure compliance with all appropriate WHA and HUD regulations and procurement policies.
· Human Resources: Spearheads the development and implementation of talent management strategies, focusing on recruitment, training, and performance management. Promotes diversity, equity, and inclusion within HR practices to foster a skilled and engaged workforce aligned with organizational objectives.
· Capital Fund Management: Oversee the administration of the Capital Fund work activities for the annual and five-year plan submissions. Coordinate all CFP meetings with employees and RAB members. Review final draft submissions and revisions for approval by the Executive Director, ensuring prompt submission within the Energy and Performance Information Center (EPIC).
· Financial Management: Assist the Finance Department in allocating and tracking the Capital Fund budget from planning to execution of all projects, monitor expenses, and aid in financial reporting.
· Community Engagement: Build and maintain positive relationships with community stakeholders, including residents, local government officials, nonprofit organizations, and advocacy groups.
· Operations Oversight: Provide oversight and direction to various operational functions within the housing authority, including construction projects and property management, vendor deliveries, maintenance, leasing, and tenant services.
· Occupancy Optimization: Assist in the effort to maintain a high percentage of occupancy, minimize duration of vacancies, and correct all over/underhoused issues.
· Organizational Support: Demonstrates flexibility and willingness to undertake any additional tasks as assigned by the Executive Director, contributing to the overall success and effectiveness of the housing authority.
Qualifications and Experience:
· Bachelor’s degree in a related field, “Preferred”
· Strong communication skills and ability to work with and listen to others.
· Must work well under pressure related to time constraints and deadlines.
· Experience in Housing and/or Project Management preferred.
· Must demonstrate interest in the mission, vision, and values of the WHA.
Working Conditions/Physical Requirements:
· Must have the ability to remain in a stationary position 50% of the time.
· Prolonged periods of sitting with computer work and entering text or data by keyboard.
· Must have the ability to walk, stand, climb stairs and move throughout the office and other WHA locations.
