Human Resources Manager

  • Location: Johnstown, PA
  • Pay Rate: $50,000 per year
  • Schedule: Monday to Friday – Day Shift (May require evenings and weekends)

What will you be doing?The HR Manager promotes and implements human resource values by planning and managing human resources programs and directing staff. Responsible for administration of all employee human resources areas of responsibilities including Agency policies involving employee relations, compliance issues such as EEOC, and policy interpretation. This position assists with development and administration of personnel policies and regulations, pay and classification plan, recruitment, retention, and recognition programs, and programs for employee training, safety, health and benefits, and morale.

  • Acts as the lead in all agency-wide recruiting efforts, works closely with department directors in recruiting, onboarding, and retention of employee’s
  • Maintains the work structure by updating job requirements and job descriptions for all positions.
  • Maintains organization staff by establishing a recruiting, testing, and interviewing program; counseling managers on candidate selection; conducting and analyzing exit interviews; recommending changes.
  • Prepares employees for assignments by establishing and conducting orientation and training programs.
  • Maintains employee benefits programs and informs employees of benefits by studying and assessing benefit needs and trends; recommending benefit programs to management; directing the processing of benefit claims; obtaining and evaluating benefit contract bids; awarding benefit contracts; designing and conducting educational programs on benefit programs.
  • Ensures legal compliance by monitoring and implementing applicable human resource federal and state requirements; conducting investigations; maintaining records; representing the organization at hearings.
  • Maintains management guidelines by preparing, updating, and recommending human resource policies and procedures.
  • Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
  • Ensures agency compliance with regulatory requirements as established but not limited to ODP, DOH, and OLTL.
  • Identifies legal requirements and government reporting regulations affecting Human Resources function (e.g., OSHA, EEO, FMLA, ERISA, and Wage & Hour); Monitors exposure of the Agency; ensures compliance; Acts as primary contact with labor counsel and outside government agencies.
  • Assists with establishing wage and salary structure, pay policies, performance appraisal programs, employee benefit programs and services, and company safety and health programs; Monitors for effectiveness and cost containments.
  • Directs the administration of unemployment claims; completing requests for information and attending appeal hearings; monitoring claims and reviewing cost effectiveness of broker/insurance and reimbursable employer status.
  • Ensures all records required by law or local governing bodies, or other departments in the organization including records of benefits plans participation (insurance and pension plans), personnel transactions (hires, promotions, transfers, terminations, and performance evaluations), and employee statistics for government reporting are accurate and complete.
  • Directs and assists in the preparation and maintenance of reports as are necessary to carry out functions of the department. Prepares periodic reports for other departments and for Executive Staff, as necessary or requested.
  • Monitors the completion of personnel files and maintains them in accordance to Federal, State and local employment regulations. Performs periodic Quality Management checks of employee files and tracks quality outcomes.
  • Takes an active role and serves on Agency committees, in work groups, state level committees, and meetings.
  • Adheres to the agency's policies and procedures and the Agency code of ethics and complies with the Federal, State and Agency Mandated Regulations.
  • Performs all other related duties as assigned.

What are the Job Requirements?

  • Minimum of Bachelor’s degree (B.A.) from an accredited college or university with major course work in Business Administration, Personnel/Human Resource Management, or closely related field. Master’s Degree preferred.
  • SPHR or PHR certification preferred.
  • At least two (2) years professional experience in the Human Resource field and two (2) years supervisory experience with proven leadership skills. Nonprofit experience preferred.
  • Generalist background with broad knowledge of employment, compensation, organizational planning, employee relations, and training and development. Well-developed administrative skills. Strong management skills—principles and people. Experience working with more than two divisions.
  • Valid driver's license (MVR required)
  • Drug Screen (Must submit to a pre-employment, annual, random, and for cause drug screen)
  • The Agency requires a Criminal Background Check, MA Fraud Check and Child Abuse History Clearance at the time of hire as well as periodically throughout employment.
