WorkSource Montgomery, Inc. (WSM) is a nonprofit organization and fiduciary agent for Workforce Innovation Opportunity Act funding in Montgomery County. The non-profit organization operates the American Job Centers in Wheaton and Germantown and provides employment services to county residents who are unemployed or underemployed. Additionally, WSM engages employers in various industries throughout the county to ensure that their workforce needs are being met.

Position Overview :

This role will work in partnership with Montgomery County Public Schools (MCPS) to independently lead the strategy, expansion, and implementation of WBL opportunities for high school students in Grades 11 and 12. The Senior Manager will work closely with the MCPS Department of College and Career Readiness and Districtwide Programs, schools, and Montgomery County employers to develop and maintain strong, sustainable WBL programs, including internships and apprenticeships. This role will bridge the gap between educational institutions and industry, providing students with meaningful learning experiences that align with our strategic goals.

Essential Duties and Responsibilities :

  • Develop and execute a strategic plan for work-based learning initiatives that align with company objectives.
  • Support students with access to employer internships and apprenticeship opportunities during the school year and summertime.
  • Serve as a liaison between employers and MCPS Internship Apprenticeship Teachers to match student interests and career goals with industry-specific internships and apprenticeships.
  • Collaborate with high schools and other stakeholders to maintain accurate records of WBL opportunities, student participation, and employer partnerships in a centralized database.
  • Develop and implement a strategic partnership plan to increase employer participation in MCPS Work-Based Learning programs.
  • Engage employers, industry partners, and workforce development boards by industry sector to identify current and emerging career opportunities that align with student career pathways in high-demand fields.
  • Assist employers in designing meaningful internship and apprenticeship opportunities for students in grades 11 and 12, ensuring these programs meet workforce development needs.
  • Guide employers through the process of becoming Maryland Department of Labor Apprenticeship Sponsors, providing support in the application, training, and mentoring program development.
  • Provide ongoing support and training for employers to ensure successful WBL experiences for both students and organizations.
  • Monitor and evaluate program effectiveness. Collect feedback from employers to continuously improve the quality and impact of the WBL programs, making necessary adjustments based on data-driven insights.
  • Lead professional development workshops for school staff on employer engagement and recruiting practices for internship and apprenticeship sponsors.
  • Regularly review and refine the WBL program to ensure it remains aligned with industry trends and employer needs. Ensure all programs comply with relevant regulations and standards.

Knowledge, Skills, and Abilities :

  • Experience in workforce development, human resources, or business management.
  • Strong project management and organizational skills.
  • Knowledge of local and federal labor laws, especially those related to student internships and apprenticeships.
  • Strong problem-solving, collaboration, and team-building skills.
  • Proficiency in data analysis and reporting.
  • Excellent communication, facilitation, and organizational skills, with the ability to build and sustain positive relationships with a wide range of stakeholders.
  • Ability to analyze data, generate reports, and provide actionable recommendations for program improvements.
  • Experience in planning and leading workshops and training for both students and adults.
  • Education & Experience :

  • Bachelor's degree from an accredited institution, preferably in education, business, workforce development, or a related field.
  • At least three years of experience in program development, implementation, and partnership building, with a proven track record of successful collaboration between businesses and educational organizations.
  • Strong understanding of labor market trends, workforce development, and employment standards, including knowledge of the Fair Labor Standards Act (FLSA) for minors under 18.
  • Familiarity with Maryland Department of Labor Apprenticeship standards and processes is highly desirable.
  • Flexibility to attend occasional evening and weekend events.
  • Reliable transportation to visit employer sites and attend meetings as needed.
  • Play a key role in shaping the future workforce.
  • Status : Full Time. This is an 18 month grant funded position that will begin on January 2, 2025, and end on June 30, 2026. There will not be an option to renew or extend this staffing agreement, unless new funding and / or a grant is identified.

    Location : The position will be based either at the WSM American Job Center in Wheaton, MD or the Regional Services Center in Germantown, MD. Applicants should be local to the DC Metro region.

    Salary : $87,250 - $97,000
