Debris Management Assessment Specialis
Job Summary:
We are seeking a highly skilled and detail-oriented Debris Management Assessment Specialist to lead the evaluation, planning, and monitoring of debris management operations. The specialist will work to ensure efficient, safe, and compliant debris removal, storage, and disposal during disaster recovery efforts. The role requires expertise in environmental compliance, operational planning, and data-driven assessment to support disaster response initiatives.
Key Responsibilities:
1. Assessment and Planning:
· Conduct comprehensive assessments of debris volumes, types, and locations following a disaster.
· Identify and evaluate potential Temporary Debris Storage and Reduction (TDSR) sites, ensuring compliance with environmental and operational requirements.
· Develop debris management plans (DMPs) in alignment with federal and local government guidelines.
· Create workflows and operational strategies for debris collection, segregation, reduction, and disposal.
2. Environmental and Regulatory Compliance:
· Ensure all debris management activities adhere to federal, state, and local environmental regulations.
· Evaluate potential environmental impacts of debris operations, including water, soil, and air quality concerns.
· Coordinate permitting processes for TDSR sites and other operational activities.
3. Operational Oversight:
· Design site layouts for TDSR locations, including areas for segregation, processing, and hazardous materials management.
· Collaborate with contractors, local governments, and emergency management agencies to coordinate debris removal and disposal.
· Oversee the implementation of debris reduction methods, such as chipping, grinding, or incineration, when applicable.
4. Data Collection and Reporting:
· Implement systems to track debris collection, reduction, and disposal progress.
· Prepare detailed reports on debris operations for reimbursement purposes.
· Provide regular updates and recommendations to stakeholders, including local governments and disaster response teams.
5. Safety and Risk Management:
· Develop and enforce safety protocols for debris removal operations.
· Identify and mitigate risks associated with debris handling and hazardous material disposal.
Qualifications:
Education:
· Bachelor’s degree in Environmental Science, Emergency Management, Civil Engineering, or a related field.
· Master’s degree in a relevant field is a plus.
Experience:
· 3–5 years of experience in debris management, disaster recovery, or environmental planning.
· Familiarity with debris management guidelines and Public Assistance programs is preferred.
Certifications:
· Debris Management Training Certificate (preferred).
· SWANA Certification in Solid Waste Management or similar is a plus.
Skills:
· Strong understanding of debris management best practices and environmental compliance requirements.
· Proficiency in GIS software and tools for site analysis and mapping.
· Excellent project management, organizational, and communication skills.
· Ability to work effectively in high-pressure, disaster recovery environments.
Work Conditions:
· Extensive travel to disaster-affected areas for field assessments.
· Work in challenging conditions, including exposure to varying weather and environmental hazards.
· Flexible schedule, including potential for long hours during disaster recovery efforts.
Employment Type:
Full-time or contract position based on organizational needs.
Salary Range:
$60,000–$90,000 annually (or hourly equivalent), depending on experience and qualifications.
