Job Summary:
We are seeking a proactive and highly organized Debris Management Operations Planner to develop, coordinate, and optimize strategies for debris management activities during disaster recovery efforts. The Operations Planner will focus on creating detailed operational plans for debris collection, transportation, processing, and disposal while ensuring compliance with government guidelines and local regulations. This position requires strong analytical skills, logistical expertise, and the ability to adapt plans to dynamic, large-scale recovery operations.
Key Responsibilities:
1. Operational Planning:
· Develop comprehensive debris management plans, including collection routes, Temporary Debris Storage and Reduction (TDSR) site operations, and disposal strategies.
· Identify resource needs such as equipment, labor, and materials for efficient operations.
· Establish contingency plans to address potential operational challenges, including hazardous materials handling and weather-related disruptions.
2. Coordination and Collaboration:
· Work closely with project managers, contractors, debris monitors, and local government officials to align operational plans with recovery goals.
· Participate in pre-event planning and post-event briefings to update and refine debris management strategies.
· Ensure coordination between field teams, data managers, and quality control staff to maintain operational consistency.
3. Data Analysis and Forecasting:
· Analyze debris volume projections and geographic data to prioritize and optimize collection and disposal efforts.
· Utilize GIS and other planning tools to map debris zones, plan transportation routes, and identify suitable TDSR sites.
· Monitor real-time data during operations to adjust plans as needed for maximum efficiency.
4. Compliance and Documentation:
· Ensure that all operational plans adhere to contract guidelines, environmental regulations, and local ordinances.
· Maintain accurate documentation of operational plans, resource allocation, and contractor performance to support audits and reimbursement processes.
· Assist in preparing reports for stakeholders, detailing progress, challenges, and successes.
5. Training and Preparedness:
· Conduct training sessions for staff and contractors on operational workflows, safety procedures, and compliance requirements.
· Contribute to the development of post-event After Action Reports (AARs) to improve future planning efforts.
Qualifications:
Education:
· Associate degree in Emergency Management, Urban Planning, Environmental Science, or a related field. Equivalent experience may be considered.
Experience:
· 5 years of experience in operational planning, disaster recovery, or debris management.
· Experience working with debris management guidelines and Public Assistance programs is preferred.
Certifications:
· Debris Management Training Certificate (preferred).
· Certification in GIS, logistics, or project management (e.g., PMP) is an advantage.
Skills:
· Proficiency in GIS mapping, data analysis tools, and operational planning software.
· Strong organizational and problem-solving skills with attention to detail.
· Excellent communication and collaboration skills to work with diverse teams and stakeholders.
· Knowledge of debris management processes, equipment, and environmental regulations.
Work Conditions:
· Combination of office-based planning and occasional field visits to assess operations.
· Flexible schedule, including extended hours during active disaster recovery periods.
· Potential travel to disaster-affected areas to oversee and adjust planning efforts as needed. You will work outdoors in hazardous areas and in proximity of heavy machinery such as dump trucks and debris loading equipment
· Working hours may range from 10-14 hours per day, potentially seven days a week
· Training and safety equipment will be provided to those who meet qualifications
Employment Type:
Full-time or contract position, based on organizational needs.
Salary Range:
$70,000-$95,000 annually (or hourly equivalent), depending on experience and qualifications.
