Operations Manager
Job Summary:
We are seeking an experienced and results-driven Operations Manager to oversee debris management operations during disaster recovery efforts. The Operations Manager will be responsible for planning, coordinating, and supervising debris collection, transportation, reduction, and disposal activities. This role ensures operations are conducted safely, efficiently, and in compliance with contract guidelines and environmental regulations. The ideal candidate will have strong leadership skills, operational expertise, and a proven ability to manage large-scale recovery projects.
Key Responsibilities:
1. Operational Planning and Oversight:
· Develop and implement operational plans for debris removal, transport, and disposal, ensuring efficiency and compliance with contract guidelines.
· Coordinate with contractors, debris monitors, and local governments to ensure smooth execution of operations.
· Monitor the progress of debris management activities and adjust strategies as needed to meet timelines and objectives.
2. Team Leadership:
· Manage and oversee field crews, contractors, and debris monitoring staff.
· Assign tasks, establish priorities, and provide guidance to ensure operational goals are achieved.
· Conduct regular team meetings to address challenges, provide updates, and improve coordination.
3. Resource Allocation:
· Manage equipment, personnel, and other resources to optimize debris management operations.
· Ensure adequate staffing and equipment availability for all phases of debris management, including Temporary Debris Storage and Reduction (TDSR) sites.
· Monitor inventory levels of supplies and equipment and coordinate procurement as needed.
4. Compliance and Quality Control:
· Ensure all debris management activities comply with federal, state, and local regulations.
· Oversee quality control processes, including load ticket validation and documentation of debris volumes and types.
· Conduct regular site inspections to ensure operational standards are met.
5. Reporting and Documentation:
· Prepare and submit daily, weekly, and final reports detailing operational progress, costs, and compliance.
· Maintain accurate records to support reimbursement processes and audits.
· Work with data management teams to analyze operational data and generate actionable insights.
6. Safety Management:
· Ensure adherence to safety protocols across all operations, including debris removal, hazardous materials handling, and equipment usage.
· Identify potential safety risks and implement corrective measures.
· Conduct safety training sessions and monitor compliance with OSHA standards.
Qualifications:
Education:
· Bachelor’s degree in Emergency Management, Environmental Science, Civil Engineering, or a related field. Equivalent experience may be considered.
Experience:
· 5 years of experience in debris management, disaster recovery, or large-scale project management.
· Proven experience managing contractors and field teams in high-pressure environments.
· Familiarity with debris management guidelines and Public Assistance programs is strongly preferred.
Certifications:
· Debris Management Training Certificate (preferred).
· Project Management Professional (PMP) or similar credential (preferred).
Skills:
· Strong leadership and organizational skills with the ability to manage multiple priorities.
· Knowledge of debris management operations, equipment, and environmental regulations.
· Excellent communication skills for coordinating with teams and stakeholders.
· Proficiency in project management tools, data analysis, and reporting software.
Work Conditions:
· Frequent travel to disaster-affected areas, including fieldwork in challenging environments.
· Flexible schedule, including long hours during active disaster recovery periods.
· Combination of office-based tasks and on-site supervision.
· You will work outdoors in hazardous areas and in proximity of heavy machinery such as dump trucks and debris loading equipment
· Working hours may range from 10-14 hours per day, potentially seven days a week
· Training and safety equipment will be provided to those who meet qualifications
Employment Type:
Full-time or contract position, based on operational needs.
Salary Range:
$85,000-$100,000 annually (or hourly equivalent), depending on experience and qualifications.
