General Definition of Work
Performs difficult skilled administrative support work supervising the daily operations of the License Center including balancing financial reports, depositing funds; overseeing the transactions relating to Motor Vehicle, Driver's License, Department of Natural Resources, licensing and recording; Work is performed under the general direction of the Assistant Director of Taxpayer Services. Continuous supervision is exercised over the Office Staff.

- Oversees License Center operations, service areas, and transactions. Oversees daily reconciliation, reporting, and daily deposits for driver's license, motor vehicle, Dept. of Natural Resources, and written knowledge exams.
- Uses independent judgment providing supervision and leadership to personnel under position's span of control; makes and participates in decisions on matters of hiring, transfer, suspension, layoff, recall, promotion, discharge, assignment, reward, adjusting grievances or disciplining employees under position's span of control; sets goals and objectives for others to work towards and monitors performance; creates and maintains a positive work environment fostering effective performance of staff.
- Develop, recommend, implement and maintain office procedures to be in compliance with State and County policies; Stays current on statutes, laws, and regulations as well as the interpretation of the policies by each agency; Follow and track bills that will impact the division during legislative sessions; Ensures staff compliance with all required State agencies, including but not limited to: annual data privacy training, title certification, and state directed procedural training.
- Responsible for managing work schedule for employees taking into consideration workflow, customer flow, anticipated challenges, services provided for the given business day and any special projects that require completion.
- Administers the queuing system, creates, and maintains users, manages daily appointment calendars, populates reports, and works with the system provider for system related issues and changes.
- Administers the Third-Party Proctor program, monitors changes with the Memorandum of Understanding (MOU) State contract, implements any mandated changes in the MOU and is responsible for the retention of records for annual auditing purposes.
- Builds and maintains positive working relationships with external partners, including but not limited to: various contacts with Driver and Vehicle Services, DNR, MINNCOR, Idemia, MDRA and ACF technologies; builds and maintains positive internal working relationships.
- Trains and assists staff in all areas of the License Center to ensure accurate transacting; troubleshoots and resolves problems related to services and transactions; advocates and strengthens customer service skills for staff; supports staff through difficult transactions; assists with de-escalation of upset or argumentative customers.
- Manages the secured inventory including license plates, registration stickers and title paper as well as oversees all office supplies and equipment; troubleshoots and resolves problems related to equipment.
- Manages division budget preparation including recommending capital projects; compiles, projects, and analyzes division data; monitors and tracks expenditures and revenues.
- Catalogs, organizes, and maintains all titles for the County and Sheriff's Office fleet; processes title and registration transactions for entire fleet; catalogs, organizes and maintains records for non-titled equipment.
- Performs other duties and activities as assigned.
Minimum Qualifications & Knowledge, Skills and Abilities
Education and Experience
Associates/Technical Degree in accounting, or related field, and four years of experience in a license bureau/center, customer service, clerical, accounting with supervisory experience desired, or equivalent combination of education and experience.
Special Requirements
MNDRIVE training, DVS Fraud training, DVS Data privacy agreement, and DNR data privacy certificate upon hire.
DVS Title Certification within one year of hire.
Administrator of the Third-Party proctor program and queuing system upon hire.
A valid driver's license or evidence of equivalent mobility is also required upon hire.
Must be able to pass criminal fingerprinting and extensive background check through State of Minnesota Bureau of Criminal Apprehension (BCA) and provide proof of US Citizenship upon hire.
Knowledge of administrative practices including budgeting, purchasing, and policy formulation; knowledge of accounting principles; knowledge and application of statutes and laws relating to Motor Vehicle, Driver's License, Game and Fish, DNR, permits and applications; knowledge of human resource management practices such as training, discipline, delegation; skill in the user of standard office equipment, including computer and software programs; verbal and written communication skills sufficient to effectively draft and present technical information and respond to questions from a wide variety of audiences; reading comprehension skills sufficient to understand and interpret technical documents; interpersonal skills sufficient to exchange and or convey information, give and receive work direction, and maintain effective working relationships; ability to learn computer systems specific to the County and Division; ability to make mathematical computations and tabulations with speed and accuracy required for accounting; ability to enter data quickly and accurately; ability to prepare and balance various State and County reports and make bank deposits; ability to deal with persons who are emotionally upset; ability to analyze and establish steps needed to complete difficult transactions; ability to select competent personnel and to train them to perform their duties in an effective and efficient manner; ability to maintain confidentiality; ability to pay attention to detail and effectively organize time and anticipate, plan, and successfully respond to changing circumstances, pressure and deadlines; ability to perform all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices; ability to communicate courteously and professionally while maintaining positive working relationships with others when carrying out all job functions.
Physical Requirements
This work requires the occasional exertion of up to 25 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires sitting and repetitive motions and requires standing, walking, reaching with hands and arms and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying details or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, traffic).
