Additional Position Information: This is an at-will position and is not covered under the West Virginia Division of Personnel rules. This position is contingent on grant funding through September 30, 2028. It is expected, but not assured, that funding will continue. In the event of funding loss this position could be terminated.

Nature of Work:

The Project Coordinator (PC) is responsible for the statewide implementation and planning of the projects and/or programs under their purview. These functions require close coordination and cooperation with various state and federal agencies, conservation districts, local municipalities, county commissions, watershed groups, and the public. The PC’s main duties include maintaining budgets and work schedules, organizing and participating in public meetings, and ensuring all schedules and deadlines for projects are met. The PC will work closely with managers, staff, and other partners to create comprehensive action plans concerning resources, budgets, and timeframes for projects. The PC performs various coordinating duties such as scheduling, risk management, record keeping, and information flow. The PC performs related work as required and other duties as assigned. The watershed project coordinator performs a range of duties including the following:

Responsibilities:

Project Planning:

· Defines the scope of the project with WVCA management and NRCS POCs.

· Creates a detailed work plan that identifies and sequences the activities needed to successfully complete the project.

· Determines the resources (time, money, equipment, etc.) required to complete the project.

· Develops a timeline for project completion.

· Reviews the project timeline with management and all other staff that will be affected by project activities; make updates as required.

· Develops project agreements with management and other partners.

Project Implementation:

· Executes the project according to the project plan and project agreement.

· Serves as the point of contact for projects with federal agencies, vendors, and WVCA.

· Develops forms and records to document project activities.

· Creates files to ensure project information is properly documented and secured.

· Monitors the project progress and make adjustments as needed to ensure project success.

· Establishes a communication schedule to update management, affected staff and various stakeholders on project progress.

· Reviews the quality of work completed on a regular basis to ensure it meets project quality standards.

Project Management:

· Writes reports on project progress for managers, affected staff and stakeholders.

· Communicates with managers, affected staff and stakeholders on project progress, issues and concerns.

· Monitors and keep complete records of all project expenditures including in-kind expenditures.

· Monitors cash flow projections and report actual cash flow to managers monthly.

· Prepares request for reimbursement or request for advancement documents.

· Works with WVCA fiscal staff to ensure all project funds are managed according to established accounting policies and procedures.

· Works with WVCA fiscal staff to current reimbursable bills to third parties are current to ensure project cash flow.

· Prepares financial reports and supporting documentation for funders as outlined in project agreements.

· Ensures the project deliverables (tasks) are on time, within budget and at the required quality level.

Required Knowledge, Skills and Abilities:

· Knowledge of engineering, geology, environmental, economic, and cultural resources.

· Knowledge of NRCS Watershed Program policy and guidelines.

· Knowledge of various regulatory and environmental policy that impact project success.

· Knowledge of various local, state, and federal permits which affect dam and stream projects.

· Knowledge of local, state, and federal law which affects dams and streams throughout WV.

· Knowledge of federal grants and agreements.

· Ability or skill (preferred) in recordkeeping and accounting methods.

· Ability to communicate and regularly work in teams.

· Ability to utilize software to track project progress and identify needed actions.

· Ability to think critically through a process, anticipate challenges and prepare solutions.

· Ability to prepare presentations and speak in front of groups.

· Ability to organize and facilitate group discussions.

· Ability to identify critical tasks and organize work without supervision.

· Ability to prioritize projects and project activities.

Minimum Qualifications:

Education: Bachelor’s degree from an accredited college or university with a preference in engineering, resource management, environmental sciences, or related field.

Experience: Two (2) years full-time paid experience in the area of assignment.

Education Substitution: Associate degree from an accredited college or university in a related field and two (2) years of full-time paid experience in the area of assignment. The Education Substitution years of experience must be in addition to the required Experience.

Experience Substitution: None

Additional Requirements:

· Dependable transportation and valid driver’s license.

· Physical ability to lift and maneuver 40 lbs.

· Pre-employment drug and alcohol testing.

· Pre-employment law enforcement background investigation.

Job Type: Full-time

Pay: $49,500.00 - $60,500.00 per year
