Job Summary:
- We are seeking a skilled and experienced Procurement/Contract Specialist to join our team for a maximum duration of 12 months. The ideal candidate will have experience in public procurement, preferably within the public utility sector, and will focus on supporting the solicitation, advertisement, and award processes for water and sewer pipeline construction projects. This role plays a critical part in ensuring all procurement activities are compliant with legal and regulatory requirements while supporting the development and management of contracts to ensure successful project delivery.
Skills Required
- Ability to prepare, post, and manage public solicitations for water and sewer pipeline construction projects.
- Expertise in facilitating and managing bidding processes, ensuring compliance with procurement laws and regulations.
- Competence in coordinating and conducting bid openings, evaluations, and contract award recommendations.
- Proficiency in drafting and reviewing contracts and procurement documents for construction projects.
- Strong collaboration and communication skills to work effectively with internal teams and external contractors.
- Ability to maintain and update procurement records, ensuring full documentation of solicitation and award processes.
- Skill in monitoring project milestones and ensuring contractor adherence to contract terms and conditions.
- Experience in responding to bidder inquiries and providing guidance on procurement policies and processes.
- Capability to assist with contract dispute resolution and issue management throughout the contract lifecycle.
Skills Preferred
- Knowledge of public procurement best practices and operational activities;
- Knowledge of federal, state, and local procurement laws, policies, and regulations.
- Strong understanding of the procurement process for construction contracts, especially in the context of water and sewer pipeline projects.
- Knowledge of budget and accounting activities;
- Knowledge of the basics of supply chain, procurement and sourcing;
- Knowledge of business process design, data analysis and business performance measurement;
- Knowledge of strategic planning, project management and cross-functional teaming;
- Functional knowledge of Oracle P2P;
- Strong Microsoft Excel skills;
Experience Required
- Minimum of 3-5 years of experience in public procurement, with a strong preference for experience within a public utility setting.
- Proven ability to work independently and within a team setting to complete advanced procurement and contracting duties
- Experience in conducting market research, analyzing market conditions, and evaluating product/technological developments
- Proficiency in reviewing specifications, analyzing solicitation responses, and preparing and administering contracts/purchase orders of moderate complexity
- Strong background in conducting price and cost analyses and performing calculations for economic price escalation
- Excellent communication and interpersonal skills to identify and discuss stakeholder needs, build consensus, and resolve problems
- Experience in processing order requests, determining appropriate procurement methods, and generating contracts and related documents
- Proven ability to negotiate with suppliers and present contracts for approval to supply chain approval authority
- Familiarity with public procurement regulations and experience ensuring compliance with these regulations throughout the procurement process
- Ability to interpret and apply contract terms and conditions to ensure compliance.
Experience Preferred
- Demonstrated knowledge of public procurement best practices and operational activities
- Experience with budget and accounting activities related to procurement
- Strong understanding of supply chain, procurement, and sourcing principles to navigate complex procurement activities
- Experience in strategic planning, project management, and cross-functional teaming

Education Required
- Bachelor’s degree in Business, Contracts Administration, Supply Chain or a related discipline and 5 years’ experience in procurement and contract administration OR
- High School diploma or equivalent and 7 years’ experience in procurement and contract administration
