XL Construction, a Federal General Contractor, seeks a Project Manager/Operation Manager with at least 3 years7 Years of Federal Construction experience. Candidates must be well-versed in all aspects of construction. Knowledge of performing renovations, fit-outs, repairs and alterations, site work, roof repairs and replacements, mechanical and electrical & more. Project manager duties will include but not be limited to pre-construction/bid activities, negotiation, mobilization, scheduling, budgets, safety, quality assurance, risk mitigation, and closeout for contracts ranging from $250k to $5M. Outstanding customer relations and personal skills are important to include professional and polished speech & written communication skills. Must be a US Citizen & able to obtain a security clearance.
Essential Duties and Responsibilities:
- Thoroughly understand project scopes, subcontractor scopes, and contracts while proactively identifying opportunities and potential risks.
- Effectively manage the project team, including overseeing project managers, superintendents, and project engineers.
- Oversee project budgets and timelines, ensuring they are set and maintained in alignment with project goals.
- Monitor project progress by tracking performance and identifying potential risks and issues.
- Develop and manage relationships with clients, vendors, and subcontractors.
- Take a leading role in acquiring new business opportunities and negotiating contracts.
- Ensure that projects are completed on time, within budget, and meet high standards of quality and safety.
- Construction project executives must demonstrate robust leadership capabilities, a heightened sense of urgency, and superior communication skills.
- Provide immediate feedback and mentorship to assistant project managers, project engineers, and field staff.
- Delegate appropriate levels of responsibility to team members to ensure the project progresses smoothly.
- Successfully manage multiple project teams while optimizing both profitability and client satisfaction.
- Collaborate with on-site Superintendents, Safety Officers, Foremen, and Quality Control Officers to ensure the delivery of high-quality work and achieve high levels of customer satisfaction.
- Lead the bid process for projects and collaborate with key staff and executives to ensure competitive yet non-aggressive pricing. Thoroughly review bid specifications and drawings to identify potential issues before submitting the bid.
- Ensures that the project quality control plan is in effect and followed.
- Minimize punch list items and ensure their completion to the client's satisfaction.
- Prepare and submit project documents and deliverables, such as Change Orders and RFIs, to clients on time. Ensure all calls and emails are responded to within 24 hours of receipt.
- Proactively monitor and manage project progress through updated schedules, site visits, and progress billings from subcontractors. Minimize profit fade by maintaining efficiency and preventing delays. Account for long-lead items and critical path elements within project schedules.
- Oversee document control methods for RFIs, submittals, As-Built documents, submittal logs, registers, schedules, change orders, purchase orders, quantity surveys, O&M manuals, and warranties.
- Ensure that the safety plan is established before work begins and verify that field staff are adhering to the safety plan.

Qualifications:
- Excellent written and verbal communication skills.
- Proficient in MS Office products (Word, Excel, and Project).
- Proficient in project management and scheduling.
- Must be self-motivated & punctual.
- Must be able to manage multiple tasks and have excellent follow-up skills both internally and externally.
- Must be professional and polished in appearance and speech.
- US Citizen is a must.
