XMSTART is looking to add an experienced and full-time Program Analyst to our team in Chantilly, VA. This position is 100% onsite.
This position will provide Systems Engineering and Technical Advisory (SETA) services to a rapidly expanding Government Intelligence Community (IC) customer. The customer is developing the next generation of space and ground systems, architectures, and hardware and software solutions. The Program Analyst will assist System Program Office (SPO) Subject Matter Experts (SMEs) in program and contract management activities for a Major System Acquisition responsible for planning, monitoring, and facilitating execution of activities to enable third-party development and delivery of space protection capabilities. The Program Analyst collaborates within a team of acquisition and mission SMEs to administer program management processes, track and report status, derive maximum value from collaboration tools, manage internal information flow, and assist in coordination with external stakeholders.

Requirements
Responsibilities:
- Provides support to Contracting Officer Technical Representatives (COTRs) by tracking and managing program/contract interdependencies (giver/receiver) and execution metrics, and coordinating program activities, meetings, and other engagements
- Provides acquisition support for Request for Proposal (RFP) and Engineering Change Proposal (ECP) contracting efforts
- Serves as the CDRL management process owner, responsible for receiving, tracking, and coordinating internal assessments of program CDRLs
- Creates and maintains Jira, Confluence, and SharePoint collaboration sites
- 5 years of related experience
- 2 years of government program management, contracting, and/or acquisition experience
- Proficiency with Confluence, Jira, and SharePoint
- Exceptional communication and coordination skills
- Experience supporting space-related projects, programs, or acquisitions
- CDRL management experience
- Expert level of proficiency with Confluence, Jira, and SharePoint
- Bachelor's degree and five (5) years or more of related experience; Masters and three (3) years or more experience. Relevant experience may be substituted in lieu of degree
- Active Top Secret/SCI with Polygraph required
