What You'll Do
Supports the Lithium Processing Facility (LPF) STR Manager, Construction Manager (CM) and Procurement Subcontractor Administrator (SA) in subcontract administration and compliance. Deals exclusively with subcontract technical direction and clarifications, and does not perform procurement or pricing activities. Ensures compliance with subcontract requirements. Prepares records and documents used in the development and administration of subcontracts. Communicates with Company functional organizations to facilitate subcontract execution, issue resolution and project planning. Gathers and compiles data essential to the administration of subcontracts. Provides constructability input to the project baseline including subcontract conditions, specifications, drawings, estimates, schedule, proposal and other baseline documents. Monitors areas of compliance, performance, and progress. Conducts investigations and inquiries into specific subcontract problems and provides assistance with Request for Equable Adjustments (REA) claims and changes analysis as assigned. Supports the subcontract formation process and SA during the bid process. Provides support to construction projects and technical oversight for subcontractors. Provides technical/programmatic guidance on multiple and complex construction management tasks. Makes decisions regarding installation methods independently and works with the CM and SA. Reviews and interprets drawings, specifications, and subcontract conditions to determine if information is adequate for successful completion of construction. Performs constructability reviews during design preparation and execution. Maintains relationship and communications with the subcontractor and the responsible CM/Project Manager (PM) to execute the scope of work. Completes assigned tasks under minimal supervision and technical direction.
Provides technical support in all phases of construction execution team formation and project execution, testing/inspection, and closeout. Maintains records of installed quantities and completed construction work. Prepares progress reports, conducts progress meetings with subcontractors, and keeps supervisors and PM informed of assigned work. Participates in obtaining all required permits/clearances, lockouts, Escort Agreements, and work authorizations prior to commencing work on site. Performs verification of work in progress to ensure requirements of safety, security, quality (technical drawings and specifications), environmental control, workmanship, and schedule are met. Establishes and maintains a document file, and generates a daily activity and weekly summary reports. Assists in the preparation of procedures, subcontract packages, statement of work and technical documents. Reviews payroll records for accuracy and Davis-Bacon compliance. Prepares purchase requisitions for materials and services. Transmits completed files to SA, as necessary, upon work completion.

Minimum Job Requirements
- Bachelor's degree in Mechanical Engineering. Minimum 2 years of relevant experience in Construction disciplines/functions. Typical experience ranging from 4 to 7 years.
- OR Master’s degree: Minimum 1 year of relevant experience. Typical experience ranging from 4 to 7 years.
- OR 10 or more years of education and/or relevant experience, such as a Field/Construction Engineer, Subcontract Technical Representative or Mechanical Craft Professional, may be considered to satisfy educational and years-of-experience requirements for this posting.
Preferred Job Requirements
- Experience must include activities as Field/Construction Engineer, Subcontract Management or Subcontract Technical Representative (STR), and some experience with environmental and safety oversight.
- Must be able to write Technical Evaluations and Statements of Work documents for subcontract packages.
- Demonstrated ability to collaborate effectively with Engineering, Safety, Environmental, Transportation, and Management in meeting project objectives.
- Must have effective oral/written communication skills and be able to interact effectively with all levels of personnel and management.
- Must have above average organizational skills to manage all documentation and interfaces associated with effective construction management. Knowledge of single or multi-discipline construction operations and processes is required. Knowledge of organized Construction Labor and Building Trades experience is essential.
- Mechanical discipline (piping, underground utilities) experience is preferred. In addition, experience using Bechtel SWPPs or similar Construction Management procedures is preferred.
- Experience in relevant construction employment on DOE/DOD projects is preferred.
