What You'll Do

The Supply Chain Management (SCM) Subcontract Management Program Administrator is responsible for administering the Subcontract Management Program and its associated portfolio of related training, tasks, and other work scope in an integrated, coordinated, and efficient manner. The position establishes standards for the technical oversight of Company subcontracts and task orders throughout the subcontract lifecycle; assists end-users (Subcontract Technical Representatives (STRs), Procurement Representatives (PRs), Subject Matter Experts (SMEs), and others) associated with this program; and leads and maintains the training and qualification requirements for the program. The position also performs STR procedural development; reporting; and serves as a point of contact for functional requirements, direction, and coordination of program requirements and processes.

Key job functions include:
  • Provides STR oversight under the direction of the Senior Manager, Supply Chain Business Management.
  • Ensures the continuity of a compliant, active, economical, and effective STR Program for the Company in response to contractual obligations and DOE flow down of delegated (subcontract oversight) authority.
  • Develops, schedules, and manages the implementation of the STR training program.
  • Serves as a point of contact to assist with subcontract management and STR issues.
  • Performs regular self-assessments and ensures any necessary corrective actions are taken.
  • Oversees the STR delegation process, termination process, and evaluation ratings.
  • Distributes a monthly newsletter to Company employees.
  • Maintains a strong working relationship with internal stakeholders, subcontractors, and Company organizations.
  • Responsible for maintaining a thorough knowledge of applicable Federal, State, DOE, and Y-12 regulations.
  • Performs other duties as assigned.

Minimum Job Requirements

  • Bachelor's degree
  • OR Master's degree
  • OR Eight or more years of education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements for this posting.

Preferred Job Requirements

  • Bachelor's degree: Minimum 2 years of relevant experience.
  • OR, a Master's degree: Minimum 1 year of relevant experience.
  • Demonstrated organizational skills with high level of accuracy and attention to detail, possess the ability to multi-task, think critically/analytically, troubleshoot, and work in a collaborative environment.
  • Strong written and verbal communication skills for interfacing with vendors and internal stakeholders.
  • Self-motivated, have ability to perform independent problem solving and analysis, and prioritize work to meet deadlines.
  • Excellent interpersonal skills and the ability to deal effectively with customers at all levels.
  • Ability to manage, organize, and analyze large amounts of data.
  • Bachelors' degree in a Business related field with an emphasis in Project Management or Supply Chain is preferred.
  • Good understanding of risk management, risk mitigation, and contingency planning.
  • Ability to tailor communication based on audience, leading meetings, and influence others to meet deadlines.
  • Previous experience with procurement or supply chain operations business processes.

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.

This position may require entry into the Material Access Areas (MAA) and participation in the Human Reliability Program (10 C.F.R. Part 712), which requires successful competition of a DOE counterintelligence evaluation and may include a counterintelligence-scope polygraph examination.
