What You'll Do
The Site Operations System Health Manager provides the technical and supervisory leadership to ensure equipment and system function in support of assigned area production capabilities. This role is accountable for the availability, reliability, and sustainability of assigned equipment, systems, and facilities.
Responsibilities
- Owner of system and process equipment in production facilities to ensure availability on demand, reliability, and functional performance
- Owner of the production facility infrastructure to support reliable and compliant operations
- Owner of priority direction for organizations responsible for asset management and technical equipment for safe operation of production facilities
- Lead and direct personnel in ensuring that equipment and facility designs for new and replacement assets meet site and production requirements
- Develop a team with expertise in equipment analysis, testing, operability, nuclear configuration management, and asset management work control policies per conduct of operations in nuclear facilities
- Manage budgets for the asset management of assigned equipment, systems, and facilities
- Identify cost-effective solutions to resolve legacy issues with equipment and facility conditions; provide input to budget planning
- Interface with Program Managers to ensure project identification, prioritization and implementation to meet current and future production capability demand
- Define actions for long-term sustainment of Y-12 capabilities and facilities ensuring an effective preventative maintenance program has been defined and is implemented for key production and infrastructure equipment, including execution of refurbishment actions required for long-term sustainment of Y-12 capabilities and facilities
- Issue a consolidated Operations Plan and Capability Health Summary annually to maintain a technical basis for equipment performance and to define sustainment projects that require funding that is beyond current fiscal year baselines
- Monitor performance of assigned matrix organization personnel and provide written feedback regarding performance in support of production goals
- Perform and present asset risk assessments and actively participate in the Strategic Asset Management Program
- Responsible to ensure excellent working conditions for resident employees
- Lead the development and planning of outage work in collaboration with the outage team and shared system owners
- Manage a technical team responsible for resolving equipment and facility issues with an excellent understanding of the regulatory and functional requirements of assigned assets
- Manage a staff that includes Building Managers, System Health Leads, and Specialists
Accountabilities
- To the System Health Director for the reliability and availability of the production systems, equipment, and facility infrastructure systems necessary to support production
- To the Production Director, for the tactical resolution of equipment and system operability and definition of long-range corrective actions to sustain capability equipment and supporting infrastructure
- To the Facility Operations Director for compliant operating conditions
- To the Programs management for adherence to approved scope and budget
- To the System Health production employees, Mission Engineering, and Mission Support employees assigned to the capability area for the implementation and effective execution of recommended equipment maintenance strategies
- To the Plant Health Manager for implementation of the requirements of the Strategic Asset Management Program
Authorities

- Authorized to manage and direct matrixed employees from multiple organizations as required to maintain all aspects of system health to support mission delivery

Minimum Job Requirements
- Bachelor’s degree: Minimum 10 years of relevant experience; minimum 5 years of relevant supervisory/ management experience
- In addition, the applicant must meet the requirements of DOE O 426.2 (i.e., Baccalaureate in engineering or related science and 4 years nuclear experience or a DOE O 426.2 alternative). DOE 426.2 experience requirements can be satisfied following employment. In the interim, newly hired personnel will not be assigned duties that could impact the safety basis of nuclear facilities. Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.
