What are the responsibilities and job description for the Senior Operational Compliance Policy Specialist position at Yaamava’ Resort & Casino at San Manuel?
Under the direction of the Manager of Operational Compliance, the Senior Operational Compliance Policy Specialist is responsible for coordinating with key stakeholders to revise and update the system of internal control standards. This position utilizes risk assessments and policy evaluations to identify areas of potential risk, propose solutions, evaluate regulatory requirements and integrate them into the development and updating of internal control standards, policies and procedures.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Coordinates with stakeholders and the Gaming Commission on the development, creation, revision and publication of all internal controls, policies and procedures. Serves as the liaison between the Gaming Commission, department leadership and the Operational Compliance team to ensure timely updates to internal controls and policies. Oversees the tracking of internal controls and collaborates with leadership to address any areas of concern.2. Completes Policy Evaluation Reports and Risk Assessments to assess compliance with current controls, identify risks, explore opportunities for risk mitigation, and identify areas to streamline processes for increased efficiency and compliance.3. Collaborates with the Operational Compliance Manager to monitor the gaming and departmental remediation efforts, ensuring they are completed accurately and within established deadlines. Develops and implements enhanced tracking methods to ensure remediation timelines are adhered to. Works on the development of additional controls to address ongoing remediation efforts and improve operational compliance.4. Provides constructive feedback to associates and management through meetings, collaboration, and policy or risk evaluation reports. Prepares and presents findings, control gaps, and mitigation strategies to department and executive management. Ensures that follow-up remediation actions are completed within the assigned timelines.5. Performs other duties as assigned to support the efficient operation of the department.
EDUCATIONAL, EXPERIENCE AND QUALIFICATIONS
• Bachelor’s Degree required in Business Administration and/or related field required.• Minimum of four (4) years working in the casino industry with experience performing consulting and/audit work in gaming and non-gaming areas required.• Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above. • Prior casino gaming regulator experience a plus.
KNOWLEDGE, SKILLS AND ABILITIES (KSA)
• Experience in performing audits, reviews, and/or assessments under Generally Accepted Auditing Standards (GAAS) or similar standards preferred.• Experience in the areas of quality assurance, internal controls, program effectiveness, program improvement and/or regulatory matters relating to the National Indian Gaming Commission Minimum Internal Control Standards, Bank Secrecy Act, Anti-Money Laundering, and/or OFAC matters required. • Must be engaging, driven, and persistent with the ability to create a collaborative environment.• Ability to learn about varying industries and their practices. • Must have good writing and verbal communication skills. • Strong analytical, organizational, and project management skills are required.
REQUIRED LICENSES, CERTIFICATIONS AND REGISTRATIONS
• At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.• Select One of the Following:
- ☐ Authorized Driver: Role requires operation or driving of Tribe-owned vehicles or driving patron vehicles. A valid driver’s license with an acceptable driving record as determined by the insurance carrier is required.
- ☒ Driving Responsibilities: Role requires regular commuting between locations. A valid driver's license and vehicle insurance with minimum liability limits is required. Role will not operate or drive Tribe-owned vehicles or patron vehicles.
- ☐ No Driving Responsibilities: Role does not require a driver’s license or insurance.
• Must be willing to obtain the Certified Internal Auditor (CIA) certification or Certified Fraud Examiner (CFE) certification within one year of hire.
