Area Agency on Aging (AAoA)Department of Human ServicesHourly Wage: $36.11-$40.64/Regular/Full-Time/SupervisoryThe Program Manager of the Area Agency on Aging is responsible for providing the leadership, management, and supervision of comprehensive services of the Area Agency on Aging. The Program Manager oversees all staff who provide these services and assures that the highest quality of service is provided to the elder population within the designated service areas. The Program Manager is responsible for management, oversight, and administration of the Area Plan requirements of the Older American Act, other funding sources projects, and YN Programs, and operates within federal, state, and tribal policies to promote the development of a comprehensive and coordinated system of services for the targeted populations. The Program Manager writes grants and contracts proposals and/or renewal applications. The Program Manager is responsible for preparing the Area Plan. The program Manager identifies needed service gaps and strives to develop resources for these areas ensuring that elders can access the services. The Program Manager ensures that all missions of all services are geared to protecting the human dignity and legal rights of the elders while promoting their independence to live within their home and/or family environment. The Program Manager facilitates an active Elders Advisory Board who provides input into the operation of the Area Agency on Aging. The Program Manager ensures compliance with all applicable laws, regulations, policies, and procedures for all funding sources, grants and contracts, budgets, and scopes of work. The Program Manager oversees Administration of the Yakama Nation Legends Casino Charity Table games revenue and ensures compliance per General Council action for all policies to implement the fund as well as all staff oversight. Examples of Work Performed:Establish and maintain a business office environment that allows formal business practices but at the same time is open and inviting to elders and disabled populations.Manage all grants, contracts and budgets including the 187 fund to be in compliance with applicable laws, regulations, policies, procedures and be audit ready.Plan, organize and write new grant and contract proposals to secure additional resources for the services needed.Negotiate with funding agencies for modifications to budgets and scopes of work.Develop data collection systems for all the grants and contracts budgets and scopes of work for the reports required by each grant and contract; prepare and submit required reports through the tribal process.Develop an annual needs assessment of services to the elder population that can be used to guide the grant and contract proposals that the Program Manager will develop and submit for funds.Communicate, Coordinate, and Collaborate with other service providers who serve the elders within the service area of the Area Agency on Aging.Develop proposals for assisting elders to access services of other agencies, for sharing in the provision of coordinated services.When necessary, negotiate memorandums of understanding or memorandums of agreement with other entities for service delivery.Advocate for elders on issues and concerns affecting their health, social and economic of their well-being; keep abreast of all laws, regulations, policies, and procedures that impact elders now and potentially in the future; write recommendations on behalf of elders.Develop resources to assist elders with problems that are barriers to their remaining independence, threaten their social welfare, health status and/or economic well-being.Ensures the utilization of office space and assigned space within the Wanity Park Community Building are organized and managed in a manner that is appropriate to the elders' activities, their health, safety and security and their privacy.Oversees the repairs and maintenance of the assigned space, service space and grounds, reporting any deficiencies to YN Facility Management.Facilitates and assists the Golden Eagles Advisory Board to function and have meaningful program input into the development and administration of the area plan and program activities. Including assigning staff to assist in minute taking, reporting, and disseminating copies at all functions. Establish and maintain internal controls and systems for workflow, work assignments and communication among staff of the respective service areas.Write and/or update position descriptions as necessary.Monitor day to day activities to ensure that the Elders have access to Program Manager and be visible in as many of the Area Agency on Aging activities as possible including training and travel for meetings and conferences.Ensure that staff receive training in First Aid, CPR, AED, food handling, or any other applicable required training.Promote teamwork among the Area Agency on Aging staff and ensure respect for the Elders Advisory Board is promoted in action and word. Train and/or secure training for staff in areas identified by Elders, staff, and self.Attend tribal and department meetings as requested. Manager will make oral presentation to Tribal Council, and agencies concerning the aging and disabled adult population.Attend and participate in training, meetings and/or conferences related to aging and disabled adult issues. Attend quarterly Washington State Area Agency on Aging meetings.Knowledge, Skills and Abilities:Knowledge of Yakama Nation Administrative, management & financial principle and practices. Knowledge of the Yakama Nation Reservation, the people and geographic service area.Knowledge of the Yakama Language to the Extent of Understanding as a minimum.Knowledge of gerontology and the aging process.Knowledge of local and regional services for the aging and disabled population. Knowledge of aging and disabled issues and concerns for health, social economic and welfare.Knowledge of leadership styles, teamwork, effective management standards and principles for implementing programmatic scopes of work and budgets.Knowledge of establishing standards of work performance.Knowledge of writing effective grants, contracts, negotiating memorandums of agreement and memorandums of understanding.Knowledge of establishing effective and efficient internal control systems for collection of programmatic and fiscal data.Knowledge and skill of utilization of computer, computer accessories and software appropriate to Area Agency on Aging Services.Knowledge of Microsoft D-365.Ability to access current timekeeping system iSolved, as administrator, review and approve leave requests, verify timecards. Submit monthly, quarterly, yearly reports by established deadlines. Ability to follow established chain of command, organizational protocols, policies, and procedures. Skills in effective communicating and be culturally sensitive to elders who have diverse health, education, socio-economic and ethnic backgrounds, and needs.Skills in making written and oral presentations on behalf of elder issues and concerns.Skill in providing leadership to promoting teamwork with a multi-disciplinary staff who provide comprehensive services in the areas of nutrition, social, transportation, health, minor home repairs, case management, family caregivers and recreation.Skills in reading, reading comprehension and application of concepts derived from reading to implement needed responses/strategies and recreation.Skills in writing proper English that is grammatically correct.Skills in mathematical calculation for budget preparation and budget modifications; monitoring budget expenditures, required match, and budget projections for needed expenditures.Skill in managing time and working simultaneously on tasks within all the respective service areas of the Area Agency on Aging.Ability to be decisive and to have a valid rationale to justify decisions.Ability to understand and implement complex laws, regulations, policies, and procedures and to interpret these to staff, the elders, and the community.Ability to make budget plans and financial determinations on expenditures for areas of responsibility.Ability to be creative and flexible in the day-to-day delivery of services.Ability to lead, coach, mentor and assist staff to successfully fulfill the work of their positions. Ability to physically assist in moving supplies, materials, equipment, furniture, and other items by lifting, carrying, pulling, pushing, and bending.Minimum Requirements:Bachelor's Degree in Social Work, Social Science, Gerontology, Counseling, Psychology, Health Services, or related field. Two years of direct service case management or social service program experience required.Two years experience in supervision, management, mentorship, and/or training capacity. Experience with fiscal management of State, Federal, and Tribal accounts. Ability to travel to attend training. Must complete a DSHS Background Inquiry Authorization (DSHS 09-563). Appointment to position is subject to the results of the background inquiry. Must pass a pre-employment background check.Must possess a valid Washington State Driver's License with the ability to obtain a Yakama Nation Driving permit. Required to pass a pre-employment drug test.Preferred Requirements:Master's Degree in Business or Social Services or related field.
