Yakima Valley College is accepting applications for a Fiscal Manager in the Instructional and Student Services Department – Arts & Sciences Division. This is a full-time, in person, exempt professional position.
Reporting to the Dean of Arts & Sciences, the Fiscal Manager will be a confident, self-starter with prior fiscal work experience who is committed to equity, inclusion, and fostering diversity in a multicultural workplace. Must work effectively as a contributing member of the Dean's administrative team. Leads, mentors, trains, evaluates, and supervises fiscal related staff positions in a positive team environment. Duties are performed in an office environment. Long periods of computer work will be necessary.
The Fiscal Manager is responsible for the fiscal management of the Arts & Sciences division and the fiscal management of Title III & Title V grants.
- Work at a computer for a large part of each day doing hands-on fiscal work.
- Plan, organize, coordinate, and direct fiscal and business management activities for Arts & Sciences Division and for grants under your fiscal responsibility.
- Provide general fiscal support for Student Services through the provision of formatted monthly budget, revenue and expense reports as well as limited support with payroll transfers and fiscal analysis when needed.
- Provide fiscal expertise to Arts & Sciences dean and Directors of various grants under your fiscal responsibility.
- Be responsible for the overall development and implementation of fiscal policies and procedures for the Arts & Sciences Division.
- Ensure implementation of fiscal procedures and policy by fiscal staff who process and monitor spending activity.
- Supervise fiscal staff in fiscal record keeping and support services and supervise part-time hourly staff
- Guide the Division's fiscal staff in improvement of processes with the use of technology resources and coordination of work assignments with other Departments and Divisions
- Develop Arts & Sciences Division budgets for grants, contracts, allocations or other funding requests including the preparation of the appropriate forms for contracts and grants
- Analyze changes in federal and state fiscal rules and regulations pertaining to Division grants and contracts, determine their impact on established processes, and develop and implement appropriate changes; develop and implement changes necessary to comply with the rules and regulations
- Track expenditure and payroll activity and balance detail activity to expense, payroll and budget reports
- In a timely manner, create and process the appropriate forms, documents and/or documentation to correct any errors found in fiscal data or change funding account distributions
- Support sub awardee personnel in tracking grant expenses and developing grant billing statements
- Receive monthly billing statements from sub awardees, ensure they are accurate and complete, and route for payment by YVC
- Conduct monitoring visits with sub awardees
- Serve on grant management teams
- Act as primary Division contact and work in conjunction with YVC's Director of Accounting in regard to inquiries from federal, state or other auditor's office and coordination of Division audits
- Maintain all audit documentation as required by federal, state, or other funding sources including time and effort reports
- Meet regularly with fiscal and administrative staff
- Coordinate with multiple programs on fiscal issues with cross-program impact
- Present financial information in a clear, understandable manner both verbally and in writing to a wide range of non-fiscal staff and faculty
- Participate in strategic planning for Division resources and fiscal staff
- Represent the college, Dean for Arts & Sciences, and directors of grants to outside agencies and other entities as required
- Work collaboratively with other campus offices such as the Business Office, Grant and Budget Offices and Student Services as needed and serve as the primary contact for fiscal related issues
- Meet stringent deadlines for the college and division.
- Earned Bachelor's degree in relevant field AND three years of relevant professional experience.
- OR Earned Associates degree AND five years of professional fiscal experience.
- Two years' experience managing and supervising staff.
- Two years' experience working with grants and contracts.
- Demonstrated experience working with complex rules, policies and regulations.
- Knowledge of Washington state and federal statutes, rules, policies, and procedures in the areas of budget, finance, procurement, audit compliance, purchasing, contracting, strategic planning, quality initiative, and conflict interest management
- Experience managing federal grant budgets
- Experience working with contract language and contract risk assessment
- Experience developing fiscal processes
- Experience developing fiscal process and policy for documentation of state and/or federal audit requirements
- Fiscal experience managing multiple funds including state appropriated funds, grants and contracts
- Demonstrated working skills in the entire MS Office Suite plus extensive skills using Excel and Access
- Demonstrated ability to track multiple activities, projects, and tasks at once with constant interruption
- Demonstrated excellent verbal and written communication and organizational skills
