RFP: Development and Submission of 8(a) Application for Yakutat Tlingit Tribe’s For-Profit Business Entity

Introduction 

The Yakutat Tlingit Tribe (YTT), a federally recognized tribe, is seeking proposals from qualified firms with experience in Small Business Administration (SBA) 8(a) certification, tribal enterprise development, and strategic business planning. The selected contractor will assist YTT in developing a comprehensive plan and submitting an 8(a) application for a tribally-owned for-profit enterprise. 

The goal is to create a business entity that supports economic self-sufficiency, job creation, and revenue generation for the Tribe. 

Scope of Work 

The selected contractor will provide the following services: 

1. Assessment and Planning: 

• Conduct an initial assessment of YTT’s eligibility for 8(a) certification. 

• Collaborate with YTT leadership to define strategic goals for the for-profit arm. 

• Develop a detailed roadmap for establishing the entity and achieving 8(a) certification. 

1. Entity Formation Support: 

• Provide guidance on legal and organizational structuring of the for-profit entity. 

• Draft or review articles of incorporation, bylaws, and other foundational documents. 

1. 8(a) Application Development: 

• Prepare all required documentation for the 8(a) application, including narratives, financial statements, and tribal resolutions. 

• Ensure compliance with SBA requirements for tribally-owned entities. 

1. Stakeholder Engagement: 

• Work with tribal leadership, legal counsel, and other stakeholders to gather required data and secure approvals. 

1. Submission and Follow-Up: 

• Submit the completed 8(a) application on behalf of YTT. 

• Address any SBA inquiries or requests for additional information during the review process. 

1. Training and Knowledge Transfer: 

• Provide training or resources to YTT staff on 8(a) program benefits, compliance requirements, and leveraging opportunities.
