Position Focus :

The Director of Commissioning Services develops, leads, implements, and improves the university's commissioning program for all capital and non-capital improvement projects, providing technical direction, management, and subject matter expertise in support of commissioning activities, including construction, building envelope, retro-commissioning, monitoring-based, and integrated commissioning. This position supports Yale’s planning and project management staff, operations staff, and consulting professionals to standardize, promote, and advance highly effective commissioning activities, proactive energy management, and to ensure performance criteria of projects is consistently met in support of the University’s capital program, climate action commitment and building turnover expectations. This role works collaboratively and effectively with differing units within and outside of the Department of Facilities and Campus Development. The ideal candidate will have experience with commissioning firms, innovative comprehensive commissioning services, and managing projects and teams.

1.Establish short / medium / long term strategy and maintain the development of campus-wide commissioning policies, requirements, and standards for capital and non-capital improvement projects. Define team member’s roles and responsibilities, process flow charts, and deliverables across all project phases. 2. Align commissioning processes and scope with Yale’s climate action and broader sustainability commitments as they exist and continue to evolve. 3. Provide leadership in commissioning and project performance for Facilities broadly, including internal commissioning practices and other strategic process and delivery improvements. 4. Select, evaluate, and support development of pre-qualified commissioning providers for mechanical, electrical, building enclosure, and integrated commissioning services. 5. Develop and perform training programs in support of commissioning activities for Yale staff, contracted resources, and architecture, engineering, and construction teams. 6. Supervise and / or support senior Yale and contracted staff in developing and administering all technical tools in support of commissioning and other operational activities, including automated fault detection and diagnostics software and project delivery systems. 7. Supervise senior Yale and contracted staff that directly provide or manage commissioning teams and processes that supports effective capital program development and delivery and the transitioning of completed projects to facilities operations. 8. Supports capital program planners and project managers on individual projects to define commissioning scope, select qualified commissioning agents, review project documentation and construction milestones for compliance with commissioning program, serves as primary subject matter expert and university representative for commissioning program. 9. Collaborate with broader engineering team and other Yale stakeholders to review the work of design professionals with respect to the University objectives and design standards, operability and maintainability and cost-effectiveness. Provide feedback and assistance to project managers and design professionals regarding all aspects of engineering design. 10. Develop facilities operations / engineering resource manuals that educate facilities personnel and building occupants on the correct operation of building systems.

Essential Duties

1. Directs one or more functional areas within an administrative department of the University and ensure compliance with University policies and procedures. 2. Directs analytic and research support for educational policies and planning and develops and approves administrative policies affecting assigned functional areas of the University. 3. Directs and establishes parameters for major projects for the department and University. 4. Interprets federal policies and regulations and educates staff and administration about regulations, restrictions, and the legal responsibilities of the University. 5. Directs and implements policy and program modifications and develops standards to ensure compliance with federal, state and local regulations. 6. Develops and administers an operating budget for the assigned department consistent with University policies and procedures. 7. Develops cost savings objectives and goals; authorizes major purchases and negotiates contracts that range from routine to complex in nature. 8. Establishes and implements long- and short-range goals for the functional area consistent with University goals and objectives. 9. Directs the development of related automated systems to support the function; determines office policies and procedures for use of automated systems. 10. Directs the evaluation and selection of vendors and negotiates contract details including work steps and pricing with the vendors on behalf of the assigned functional area. 11. Works with internal and external contacts to solve problems that range from routine to complex in nature. 12. Represents the University in discussions and negotiations with various governmental agencies. 13. Directs a staff of exempt and nonexempt employees. 14. May perform other duties as assigned.

Required Education and Experience

Bachelor’s Degree in related field. Eight years of experience or an equivalent combination of education and experience.

Well-developed analytical and critical thinking skills. Strong verbal and written communications skills. Ability to adapt to changing priorities, programs, and organizational goals, while managing multiple projects and deadlines.

Required Skill / Ability 2 :

Excellent interpersonal skills with willingness to establish productive rapport with staff and teams throughout the University that contribute to, and benefit from a team environment. Experience managing projects and teams of consulting design professionals.

Required Skill / Ability 3 :

Ability and enthusiasm to learn and lead over time, stay informed of industry best practices, training, and new technical approaches to the most complex building and campus system challenges.

Required Skill / Ability 4 :

Demonstrated experience with all aspects of commissioning processes and principles from project formulation through turnover and performance diagnostics.

Required Skill / Ability 5 :

Experience with building automation systems (, Johnson Controls, Siemens, and Niagara-based systems).

Preferred Education, Experience and Skills :

Bachelor’s Degree in Engineering and ten years of commissioning experience or an equivalent combination of education and experience.

Preferred Licenses or Certifications :

LEED Certification. PE, CEM, or any other nationally recognized CxA professional designation.
