Position Focus :
Located at Upper Science Hill Development (USHD), the Thermal (geothermal) Utilities Plant (TUP) is a new structure approximately 25,000GSF with four (4) 10,500 MBH electric heat pumps connected to a geothermal bore field. The electrical components include a normal power utility double-ended switchgear, two (2) normal power double-ended substations, two (2) 1500kW natural gas generators and an alternate power parallelling switchgear. The TUP is being constructed in parallel with the Upper Science Hill project. This position will manage and direct the overall project implementation, planning, development and construction of the proposed Thermal Utilities Plant. The Utilities Construction Project Manager is responsible for managing the preconstruction, construction and commissioning of the TUP to meet the schedule and the needs of the program. Has primary leadership responsibility for scheduling and budget, as well as development of reporting metrics for Senior Leadership review. The Utilities Construction Project Manager for the TUP project will have the following responsibilities.

Provide necessary communication and coordination between various USHD team members and departments within Yale, including Operations and Engineering. 3. Provide effective daily site coordination, handling of logistics and site management for the TUP. 4. Responsible for the oversight of the CM / GC onsite safety compliance to meet OSHA and Yale Safety Standards. 5. Lead, manage and coach engineering consultants or external experts to accomplish project goals in an efficient and effective manner. 6. Resolve onsite project-related issues and schedule conflicts between contractors and subcontractors to meet or exceed all project goals and commitments. 7. Lead the quality control, commissioning, and closeout / turnover phase working closely with Yale Utilities and Operations, ensuring 100% acceptance of the TUP.
Essential Duties
1. Responsible for planning, design, and construction activities associated with electrical or thermal generation and distribution systems projects along with other assigned University projects. 2. Manage complex Utilities engineering projects from the design phase through to completion of construction, commissioning and final project turnover to Operations. Provide advice to ensure conformity with specifications, codes, regulations and University standards. Liaison between project architects, engineers, or other consultants, and Utilities Plant staff members through all phases of a project. 3. Establish priorities for the allocation of design and construction resources. Participate in the resolution of planning and technical conflicts and recommend cost effective options and approaches in concert with other University Operating Units. Ensure that institutional planning objectives and strategies are incorporated into departments' plans and projects. 4. Review of all proposals for planned maintenance and modifications to University Systems. Interact with different Yale Operating Units (, Utility Operations, Engineering, Environmental Health and Safety, Fire Code Compliance, Physical Plant, etc.) to provide information on project status; to direct and resolve problems; and to discuss code, regulatory and safety issues / procedures. 5. Works closely with the Director of Utilities to develop and promote design standards and guidelines for Utilities’ systems, new and retrofit installations, recommending solutions on utility related building and distribution systems. 6. Manage the selection of consultants, contractors and the implementation of proposal, bidding and contracting procedures on Utilities Projects. Manage and review the progress and quality of the work performed by outside and in-house consultants. Provide supervision and manage efforts of architects and engineers in the development of design and contract documents. 7. Provide advice to ensure conformity with specifications, codes, regulations, and University standards. Develop engineering and architectural program requirements. Assure that Yale Sustainability Standards are incorporated into the construction documents 8. Resolve conflicting issues with consultants, contractors, and plant staff affecting project budgets and schedules. Participate in budget development and prioritization for programs, project and capital spending. 9. Ensure projects are completed within budget in a timely manner, and in conformity with applicable codes, zoning ordinances, and safety regulations. 10. Monitor the schedule for design deliverables and manage the overall project master schedule to meet the expectations outlined during the Design Phase of the project. 11. Act as a liaison / primary point of contact between project architect(s), consultants, contractors, building committees, building user, City agencies, and departmental staff members during the completion of design documents, Procurement, construction, commissioning, start-up and closeout. 12. Lead the quality control, commissioning, and closeout / turnover process at completion, and assure that all required documentation is received prior to release of final payment. Monitor and lead resolution of all warranty issues for the full warranty period and beyond as necessary. Oversee the move-coordination process with the end-user. 13. With the assistance of the Contracts Administration Department, create and issue purchase orders, contracts, change orders and other associated project documentation. Review and approve monthly billings and update cash flows. Build the electronic archive of project documents in accordance with Yale policies and procedures.
Required Education and Experience
Bachelor's degree and six years of experience in Engineering or Construction Management; or related field or an equivalent combination of education and experience in Engineering or Construction Management; or related field.

Excellent verbal & written communication skills. Ability to function successfully & collaboratively with members of the academic & scientific communities to understand & discuss specific lab research & academic needs. Ability to work within a project team structure on complex projects.
Required Skill / Ability 2 :
Proven ability to prioritize issues as to cost, schedule, project impact, and strategic goals and bring high value / complex construction projects in on time and at / or below budget.
Required Skill / Ability 3 :
Well-developed organizational, analytical, and managerial skills. Ability to process multiple projects, set priorities, and work independently to meet objectives.
Required Skill / Ability 4 :
Demonstrated experience of project development, execution and budgeting. Knowledge of financial practices including project estimating, financial controls, cash flow, capital and strategic planning, life-cycle cost analysis.
Required Skill / Ability 5 :
Demonstrated experience with central heating / cooling plants, mechanical and electrical systems, HVAC controls, plant operations, energy conservation and commissioning. Experience working on mechanical / electrical projects within large complex facilities on active higher education campuses.
