About the Role of Village Manager 

The Village Manager is the chief administrative officer of the Village government. The Village Manager shall carry out the policies formulated by the Council and will manage the day-to-day operations of the Village. This individual must be a dynamic leader than can foster a culture of transparency, collaboration, and is someone who seeks to empower both the people they work with and the community of Elk Rapids.  

Key Responsibilities 

• Responsible for the enforcement of the ordinances of the Village. 
• Prepare the budget, manage all Village contracts, and keep the Council informed of the financial affairs of the Village. 
• Supervise all Village public utilities, improvements, works, undertakings, and finances of the Village. 
• Attend all meetings of the Village council and to take part therein but without a vote while advising the council. 
• Act as a liaison between the council, staff, and residents and ensure timely communication between them. 
• Be responsible to the Village council for the efficient administration of all Village departments and utilities. 
• Appoint other officers, heads of departments, and employees, and hire staff for the village. 
• Advocate for Elk Rapids’ interests through effective relationships with local, regional, and state government agencies. Promotes Village interests through collaboration and strategic partnerships with other public entities. 
• Implement polices to protect and maintain Elk Rapids’ natural resources and beauty. 
• Perform such other duties as the Village council may direct that naturally pertain to the general management of Village affairs and execute and perform all administrative functions of the Village that are not imposed by any Village ordinance upon other officials.

• The Village of Elk Rapids faces challenges with its water and sewage infrastructure, requiring the management of ongoing upgrades. 
• Addressing the need for affordable housing in the Village for both workers and residents. 
• A shortage of workers for the winter season. 
• Expanding internet connectivity and access throughout the Village. 
• Sidewalk installation and updates are needed throughout the Village. 
• Balancing the town's tourist appeal while developing strategies to promote growth and attract year-round residents. 
• Maintaining Elk Rapids natural shorelines and beauty.

Key Competencies 

• Understands the principles of municipal finance, budgeting, and purchasing. 
• Knowledge of best practices for hiring, training, mentoring, and retention. 
• Able to develop and manage long-term plans/projects and keep them on budget. 
• Gathers, values, and incorporates the perspectives of others. 
• Familiarity with housing, zoning, and building issues. 
• Familiarity with infrastructure, e.g. water, sewer, and sidewalks.
