PURPOSE STATEMENT:
Under the direction of Associate Superintendent, Administrative Services, the Director, Support Operations Services provides leadership, direction, and oversight for maintenance, facilities, operations, transportation, warehouse, emergency management, and risk management services for buildings operated by YCOE; ensuring the operational efficiency of the department by planning, evaluating, developing, implementing, and maintaining services in compliance with established guidelines; and serving as a member of the cabinet. The incumbents in this job perform work that assists Yolo County Office of Education in achieving its mission to provide inspiration, leadership, support, and advocacy that ensure equity and access to high-quality education for all students.
ESSENTIAL FUNCTIONS, DUTIES, AND TASKS: The following list of functions, duties, and tasks is typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform other closely related or department-specific functions, duties, and tasks from those set forth below to address business needs and changing business practices. * Collaborates with internal personnel and external partners (e.g., other administrators, auditors, public agencies, community members; assists in obtaining state funding for maintenance or facility projects, works with administration on a facilities master plan) to implement and/or maintain services and programs. * Conducts Williams facility inspection tool for designated low performing schools across Yolo County. * Develops department budget, and prepares and monitors expenditures, fund balances, and related financial activities (e.g., monitors purchase orders, construction budgets and contracts, deferred maintenance plans) to ensure that allocations are accurate, revenues are recorded, expenses are within budget limits, and/or fiscal practices are followed. Develops procedures and practices regarding employee safety (risk management) (e.g., facility and safety inspections, injury, illness, and prevention plan, training programs) to ensure compliance with standard safety practices. * Directs department operations, the maintenance of services, and the implementation of new programs and/or processes (e.g., coordination of hazardous waste management with the Environmental Protection Agency and state lead/asbestos program, key issuance, alarm codes, contracts, conference center policies, facility master plan including forecasting and budgeting) to provide services within established timeframes and in compliance with related requirements. * Directs and oversees the Civic Center operations, including operating conference center; implements facility rental programs; handle insurance claims resulting from property damage. * Directs and oversees the warehouse functions of the County Office; develops and implements organizational warehousing and shipping and receiving policies and procedures ensure that items received, and the inventory is documented and managed in relation to asset disposal and cataloging; ensures that inventory request programs are implemented and run according to protocol. * Facilitates meetings and workshops, etc. (e.g., community agencies; regulatory and/or public agencies such as Division of the State Architect; internal staff) to identify issues, develop recommendations, support other staff, and serve as a County representative. * Inspects new construction, repair work, projects, equipment, work orders, daily maintenance, and supplies to ensure that jobs are completed efficiently, specifications are within regulatory requirements and approve inspection reports and payment requests. * Manages a wide variety of programs (e.g., maintenance records, coordination of seasonal deep cleaning for County Office programs, County Office's fleet of vehicles, maintains deferred maintenance plans for County Office facilities) to ensure district compliance with established guidelines. * Assists with preparing the County Office’s maintenance and operations funding formula and manages facilities related software to meet reporting requirements for the Office of Public School Construction, meet audit requests for School Facility Program funded projects, and manages the department funding to maintain fiscal solvency and sufficiently support the County Office’s needs. * Oversees and directs the organization’s emergency operation plan and program; coordinates with public safety officials and school districts across Yolo County to accomplish organizational safety services; ensures emergency operations site assessments, plans, coordination, and reviews are performed across the organization; oversees Federal Emergency Management Agency (FEMA) submissions and documentation in relation to any locally declared emergencies. * Participates in meetings, workshops, and seminars (e.g., board meetings, labor negotiations, regulatory and/or public agencies) to convey and/or gather information required to perform functions. * Prepares a wide variety of written materials (e.g., organizational operational plans and objectives; input to policy development) to document activities, provide written reference, and/or convey information. * Provides leadership, oversight, supervision, and management of assigned staff (e.g., employee selection, performance evaluations, coaching, disciplinary actions, reduction in force decisions, grievance process) to maintain adequate staffing, enhance productivity of personnel, and achieve objectives within budget. * Recommends new hires, promotions, terminations, and transfers to maintain staffing needs and productivity in the work force. * Researches a variety of topics (e.g., new products, laws, regulations) to recommend purchases, contracts, and maintain district-wide services.OTHER DUTIES: * Performs other related duties as assigned for ensuring the efficient and effective functioning of the work unit and the County, including various mandatory County trainings.

JOB QUALIFICATIONS / REQUIREMENTS:
EDUCATION AND EXPERIENCE: Bachelor’s degree in job-related area. Coalition for Adequate School Housing (CASH), Maintenance Manager Certification Program (CMMCP), or CASH Facility Leadership Academy graduate may be substituted for education requirements. Job-related experience within a specialized field is required.
EQUIVALENCY: Additional qualifying experience can be substituted for the educational requirement on the basis of two years of closely related experience for one year of education requirement.
