POSITION SUMMARY : The Housing Access and Engagement Specialist is an essential team member in the York County Pathways to Home Coordinated Entry process that provides management of the Pathways to Home process as well as supports community-wide coordination of landlord engagement and access. Additional duties as assigned.
MINIMUM QUALIFICATIONS
Associate’s degree in human or social services related field or equivalent work experience.
Familiarity with the local housing market, national and local housing trends, and available housing resources.
Understanding of landlord-tenant responsibilities.
Excellent organization, verbal, and written communication skills required along with proficiency in Microsoft 365, with a strong focus on Excel skills.
Must have a valid PA driver’s license.
Must be able to travel to attend training and meetings.
Ability to prepare presentations and facilitate public meetings.
Ability to work professionally with staff, the public, and other outside agencies.
Must submit to a County background check.
PREFERRED QUALIFICATIONS
Bachelor’s degree in human services related field or equivalent work experience.
1 year experience working with people enduring housing instability or homelessness and / or populations with special needs.
Experience with property management and / or landlord advocacy programs or coordinated entry.
Experience with Homeless Management Information System (HMIS) software.
Lived experience of housing instability or homelessness.
Working knowledge of PA local government.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Act as Coordinated Entry (CE) Manager for the Pathways to Home including :
Weekly reporting through the Homelessness Management Information System (HMIS)
Manage referrals to housing programs, updates, and closures.
Review data for quality and completeness on all referral results.
Provide regular reports to the York County Coalition on Homelessness regarding Pathways to Home activities, performance, and gaps analysis.
Provide monitoring and evaluation of the CE process.
Evaluate, revise, and / or replace current assessment tools to ensure Pathways to Home is accessible and equitable.
Provide monthly Pathways to Home new user training, and annual Pathways to Home refresher training for existing assessors (mandatory for assessors)
Facilitate, take notes, and schedule all meetings and activities of the CE Planning Team Committee.
Assist the Continuum of Care (CoC) Program with :
Annual application for funding for CE and the Annual Progress Report (APR) to the U.S. Department of Housing and Urban Development (HUD).
Prep, attendance, and support for the monthly leadership and membership Coalition meetings incl. providing support and feedback for proposals.
Facilitate the Landlord Engagement Committee including :
Take notes and schedule all meetings and activities.
Create and maintain an internal landlord contact list.
Evaluate funding opportunities at local, state, and federal levels to support tenant and landlord benefits not covered by existing housing funding.
Make introductions with new / unknown landlords, discuss opportunities to partner with direct service agencies, and provide warm hand-offs to those agencies as potential partners.
Compile and disseminate Coordinated Entry data to local partners.
Support staff for the annual Point in Time Count.
Provide weekly support sessions to CoC and Emergency Solutions Grant (ESG) funded housing assistance staff on “tough” housing cases.
Support partnerships and communication between York City Housing Authority and York County Coalition on Homelessness with dedicated population vouchers and connections between housing partners for shared clients.
Required to drive the County-owned vehicle to identified sites throughout York County.
Regular and reliable attendance is required.
