ABOUT THE ROLE
Reporting to the Program Manager, Policy Development and Environmental, Social and Governance (ESG) Reporting, is responsible for providing advice, research and reports to management on Regional controllership processes, process improvements, financial system efficiencies and legislation and accounting standards changes; creating, maintaining and publishing detailed performance measures for both internal and external requirements.
WHAT YOU WILL BE DOING
- Develops and provides comprehensive and well researched policy advice to Senior Management and operating Departments for Regional controllership processes.
- Develops comprehensive research and provides input to the Region’s budget formulation with respect to controllership and accounting policy.
- Plays an active role in the Region’s treasury policies, with respect to controllership and accounting policy.
- Develops and recommends solutions to corporate financial system business process issues and implements resolutions, including data warehousing, performance measurement etc., in conjunction with Information Technology Services and Controllership Office stakeholders and operating Departments, as required.
- Identifies and implements process improvements in conjunction with other Controllership Office stakeholders and operating Departments.
- Develops and maintains procedures, guidelines and templates.
- Develops and monitors key performance indicators and benchmarks for financial business processes within the Region.
- Provides options and recommendations on new research tools, methodologies, and data sources that would improve long-term performance reporting for the Region.
- Collects and inputs monthly controllership statistics into a tracking database for performance reporting.
- Researches and prepares briefing notes and reports for Senior Management and for Regional Council and/or the Commissioner.
- Acts as Regional representative on provincial, municipal associations and inter-municipal committees, as assigned.
- Provides accounting and policy analysis to Departments, as required.
- Participates and/or leads special projects as assigned.
WHAT WE ARE LOOKING FOR
- Successful completion of a University Degree in Accounting, Commerce, Business Administration, Public Policy or a related field, or an approved equivalent combination of education and experience.
- Achievement of a professional accounting designation (e.g., CPA) and registration as a certified professional accountant with the appropriate Ontario Association.
- Minimum three (3) years financial experience in a large multi-divisional organization including experience in financial analysis, research and business process development, as well as exposure to project management, and the analysis, design and implementation of computer applications.
- Demonstrated experience in writing policy and analytical reports/studies, including the ability to identify problems, analyze and interpret data, and make and defend recommendations.
- Demonstrated thorough knowledge and understanding of accounting principles and practices.
- Knowledge of and demonstrated ability in corporate core competencies including customer service, communication, team work, initiative/self management and accountability, and flexibility/adaptability.
- Demonstrated analytical, mathematical and project management skills.
- Computer literacy utilizing MS Office software applications, including proficiency in designing and conceptualizing complex spreadsheet and data base applications, word processing and presentation software.
