ABOUT THE ROLE
Reporting to the Supervisor, Development Charges Policy in the Growth Economics and Finance team, is responsible for providing advice to Senior Management regarding the financial impact of growth, including growth forecasts, development charges, potential new revenue sources; maintaining and assisting in developing the modelling and analysis necessary to support that advice.
WHAT YOU'LL BE DOING
- Working in a team, develops and provides well-researched comprehensive policy advice to Senior Management for submission to Council regarding the Region’s Development Charge Bylaw including potential changes in the rate setting methodology, potential changes to development charge policies (e.g., rate structures, deferrals etc.), and impact of provincial legislation.
- Working in a team, prepares the Development Charge Background Study and the Regional and area-specific Development Charge Bylaw.
- Conducts policy research and provide advice and recommendation to Senior Management regarding population and economic growth and their impact on infrastructure needs and the Region’s finances.
- Researches and provides advice to the Manager regarding growth management regulations and their implementation.
- Prepares well written and researched briefing notes and reports for Senior Management and for Regional Council and/or the Commissioner.
- Acts as Regional representative on provincial, municipal associations and inter-municipal committees, as assigned.
- Performs other duties, as assigned, in accordance with Branch and Department objectives.
WHAT WE'RE LOOKING FOR
- Successful completion of a Master’s Degree in Business Administration, Finance, Mathematics, Economics, or related field of study or approved equivalent combination of education and experience.
- Minimum three (3) years related experience in a large multi-divisional organization including experience in modelling, forecasting, research, analysis, policy, and/or project management as well as the analysis, design and implementation of computer applications.
- Demonstrated experience in writing policy pieces and analytical reports/studies including the ability to identify problems, analyze and interpret data, and make and defend recommendations.
- Demonstrated experience in policy development in a large multi-divisional organization.
- Knowledge of accounting and economics principles.
- Demonstrated analytical, mathematical and project management skills, including proficiency with statistical software.
- Knowledge of municipal revenue sources as well as a demonstrated ability to interpret and explain key municipal-related provincial statutes and regulations such as the Municipal Act and the Development Charges Act.
- Knowledge of Ontario’s growth management framework, including ability to interpret and explain the implications of key statues and regulations such as the Planning Act and the Places to Grow Act, as well as key municipal policies such as the York Region Official Plan.
- Demonstrated ability in the Region’s corporate core competencies.
- Advanced skills in virtual platforms and MS Office Suite.
- Ability to present recommendations, make presentations to varied audiences, local municipal staff and members of the public.
- Ability to create and maintain computer applications for financial analysis.
