ABOUT THE ROLE

This position is responsible for managing and coordinating the water and wastewater long term infrastructure planning (Master Plans) and monitoring performance to ensure capacity needs are met and aligned with fiscal and growth management strategies. Leads the technical analysis and monitoring for long term servicing agreements with external partners. Leads monitoring and performance of private servicing water and wastewater servicing municipal responsibility agreements. Regularly liaises and provides technical input to local municipal infrastructure plans to align with Regional plans.

 

WHAT YOU'LL BE DOING

  • Manages the regular updates of long-term servicing plans for water and wastewater infrastructure plans in accordance with growth management and fiscal strategy directions.
  • Conducts regular engagement with local municipalities and Councils to understand infrastructure growth needs.
  • Develops and coordinates funding agreements to advance infrastructure timing to support growth needs.
  • Monitors the performance of long-term plans, in accordance with growth, asset and financial performance targets to ensure meet long term servicing needs.
  • Provides technical input to local municipal infrastructure plans to align with Regional plans.
  • Monitors federal/provincial policy impacts on servicing capacity and developments and recommends strategy solutions.
  • Coordinates asset and infrastructure research and analysis to develop long term studies and strategies.
  • Identifies modelling scenarios to drive technical assessment and risk mitigation measures, including accelerated demand and/or delays in infrastructure delivery to assess impact to services due to unforeseen events.
  • Manages and monitors the performance of long-term servicing agreements with external partners to ensure adequate capacity is available to meet growth needs.
  • Participates in the development and oversight of the Inter-municipal Service Agreements and Capital Programming with other Regions by providing support in capacity modelling and monitoring.
  • Provides technical input in the evaluation and assessment of capacity with external partners.
  • Manages service agreements with non-municipal parties to mitigate risks to Region and environment.
  • Develops guidance documentation to support the implementation of non-municipal water and wastewater systems in accordance with Provincial guidelines.

 

WHAT WE'RE LOOKING FOR

  • Successful completion of a University Degree in Civil/Environmental Engineering, Environmental Sciences, Applied Science, or relevant discipline or approved equivalent combination of education and experience.
  • Minimum three (3) years directly experience in planning, approvals, design, construction, or operating processes of municipal infrastructure including administrative/operational experience in the municipal infrastructure industry including a minimum of one year (1) direct supervisor experience.
  • Demonstrated knowledge of relevant program development, applicable legislation and industry standards, and current practices.
  • Current registration with a recognized professional planning or engineering organization.
  • Thorough knowledge of water and wastewater demand management technologies, practices, and policies.  
  • Ability to interpret technical data, engineering drawings and technical/legal documents.
  • Demonstrated knowledge of relevant Standards, Acts and Regulations.
  • Demonstrated ability in the Region's leadership and core competencies.
  • Demonstrated report writing, analytical and project management skills to meet program objectives and work to tight deadlines.
  • Excellent interpersonal skills and ability to connect with a range of internal and external partners while focusing on fostering collaborative work relationships.
  • Strong communication, influencing and presentation skills with a strong customer focus
  • Staff supervisory skills including knowledge of collective agreement administration and interpretation, labour relations principles and practices and relevant employment legislation.
  • Ability to travel to offsite locations, as required.
  • Ability to work outside regular business hours.
