ABOUT THE ROLE
Reporting to the Program Manager, Business Planning & Analysis is responsible for the administration of the departments project management tool and providing system support and assistance for effective project scheduling and planning; provides support and coordination of the capital budget process; supporting and administering the project management system including testing and system design support; development, coordination, distribution and maintenance of reports in support of project initiatives for the Branch and other stakeholders; compiling, analyzing, reporting and data entry from multiple systems; identifying issues related to data collection, data entry and reporting and ensuring quality assurance of data within the system; supporting project teams with project related information; leads training and builds capacity in project teams including external vendors on schedule management.
WHAT YOU'LL BE DOING
• Monitors the system performance, including project management, project financial management and content management systems for data integrity, security, compliance and integration.
• Addresses issues and system related concerns by providing regular technical support, including problem identification and troubleshooting, investigation and resolution for end users; refers, consults and escalates issues to ITS and external vendor, as required.
• Works closely with ITS and other internal stakeholders to ensure stable network and desktop environments for users.
• Coordinates systems development and implementation activities, including preparation of the user requirements definition, systems analysis; consults with ITS on general documents and prototype development and implementation.
• Completes testing prior to all installations in consultation with ITS and end users; follows up with user groups and co-ordinates the testing and implementation of resolutions.
• Analyzes external systems requiring integration to technology systems; assists with implementation of interfaces in consultation with ITS.
• Supports project teams in the initial development of project schedules for all phases of projects delivery by customizing branch schedule templates.
• Load schedules with cost resource information to provide accurate monthly forecasting on projects.
• Reviews schedules with project team members to ensure accurate and timely data is incorporated into schedules and consistent scheduling techniques are being applied.
• Participates in budget programing meetings to document delegated responsibilities, required timelines needed during the development of the multi-year capital programs and coming year budgets.
• Facilitates the creation of maps created to support budget submission and inclusion in the annual budget book.
• Reviews and reports on data from financial system; investigates issues and provides further information to Department management, as requested.
• Work with management teams identifying performance measures, sources of data and presentation of performance measures with Business Intelligence software
WHAT WE'RE LOOKING FOR
• Successful completion of a Community College Diploma in Business Administration, Project Management or related field or approved equivalent combination of education and experience.
• Minimum three (3) years’ demonstrated experience in project management systems support and/or scheduling analysis in related construction management or capital delivery projects.
• Demonstrated experience with financial systems, data tracking, budget processes, variance activities and report generation.
• Demonstrated understanding of project management concepts as outlined in the Project Management Institute’s (PMI’s) Project Management Book of Knowledge (PMBOK), as well as the major phases in environmental services capital project delivery.
• Computer literacy utilizing MS Office software applications, Project Server, Share Point, and Power BI.
• Investigative, analytical and problem solving skills to research issues and recommend solutions
• Knowledge and demonstrated ability in corporate core competencies including communication, innovation, teamwork and collaboration, and personal ownership.
• Experience in developing, implementing and delivering training sessions and materials relating to scheduling and/or project management.
