Job Overview:
Our client is seeking a hands-on Project Controls Manager to support capital projects, working closely with the Project Manager as their right-hand. This role requires strong leadership in cost management, schedule control, contractor oversight, risk management, and progress tracking. The ideal candidate will ensure project performance aligns with scope, budget, and timeline while attending meetings and being on-site when necessary.
Key Responsibilities:
Project Controls & Cost Management:
· Ensure cost tracking, variance analysis, and financial reconciliation align with corporate guidelines.
· Monitor actual vs. budgeted costs, analyze trends, and provide recommendations for cost optimization.
Schedule & Progress Tracking:
· Oversee and maintain project schedules, milestones, and critical path tracking.
· Conduct schedule risk assessments and recovery planning to mitigate delays.
· Ensure proper progress tracking, commodity usage, and earned value management (EVM).
· Work with project teams to optimize schedules and improve execution efficiency.
Risk & Change Management:
· Identify project risks, implement mitigation strategies, and ensure risk assessments are conducted.
· Oversee change management processes, including scope changes, cost adjustments, and schedule impacts.
· Ensure baseline management is maintained, and deviations are properly tracked.
· Provide oversight on contingency planning and risk-adjusted forecasts.
Contractor & Stakeholder Management:
· Coordinate with contractors, vendors, and suppliers to ensure contract compliance and cost control.
· Work with investment planning, contract administration, and scheduling teams to align cost and schedule goals.
· Engage with municipal officials, internal teams, and project stakeholders to resolve project challenges.
· Support negotiations and contract modifications as needed.
Reporting & Performance Analysis:
· Develop KPIs, dashboards, and reports to track project health and financial performance.
· Provide regular updates to executive management on cost, schedule, and risk status.
· Oversee benchmarking and lessons learned processes to enhance future project efficiency.
· Ensure compliance with corporate financial policies and industry best practices.
Team Leadership & Development:
· Foster a culture of continuous improvement, collaboration, and accountability.
Qualifications & Education:
· Bachelor’s Degree in Engineering, Accounting, Finance, Business, or a related field (equivalent experience will be considered).
· Master’s Degree in Operations Management, Business Administration, or equivalent education is highly desirable.
· 10 years of experience in project management, cost engineering, accounting, or financial analysis in large, multi-year capital construction projects.
· At least 3 years of experience in a supervisory, lead, or managerial role preferred.
· Prior experience in the Energy and Utilities sector is strongly preferred.
· Experience working with transmission, distribution, or power generation projects is an asset.
Skills & Competencies:
· Project Controls & Financial Expertise: Strong knowledge of cost control, scheduling, accounting, financial modeling, and capital budgeting.
· Risk & Change Management: Ability to assess project risks, implement mitigation strategies, and manage change control processes.
· Data Analysis & Forecasting: Skilled in monitoring costs, analyzing schedules, tracking performance metrics, and providing forecasts.
· Project Management Systems: Proficiency in PMIS tools, and understanding of corporate strategies and transmission operations.
· Leadership & Communication: Proven ability to lead teams, drive process improvements, and engage with stakeholders at all levels.
· Decision-Making & Problem-Solving: Self-motivated with strong prioritization, decision-making, and problem-solving skills.
