Job Summary:
Reporting to the Harbor Director, the Business Manager will plan, organize and manage all of the Harbor District’s business and administrative functions, including business and property development, project planning, leaseholder relationships, budget development, management of human resources, policy and procedure recommendations and implementation. The Business Manager will partner with the other members of the management team to meet the goals of the Harbor District.
Duties / Responsibilities:
Administer property management functions related to leases and licenses on the District’s property;
Develop recommendations regarding proposed development and property utilization of the District’s real property and water areas;
Negotiate, prepare and recommend lease, license and operation agreements; review leases, licenses and special events applications; recommend periodic revisions to same; review tenant revenues and cost of harbor services provided;
Perform research and analysis on matters relating to property management and revenue generation from the use of the District’s facilities;
Promote and develop revenue generating activities within the harbor; review and develop various current and proposed procedures to increase efficiency and income for harbor services;
Analyze and recommend harbor operations policies to effectively utilize harbor resources, including administrative, property management and policy implementation;
Manage and if required, perform Human Resources function for the District, which may include hiring, training, payroll and benefits management;
Manage Administration and Accounting departments, including strategic planning, hiring, supervision and training;
Coordinate and prepare annual budgets for the Enterprise Fund, General Fund, Special Projects and Capital Projects initiatives;
Attend Harbor Commission meetings and act as the representative of the Distract by interacting with other agencies, organizations and committees;
Develop written reports and undertake special studies for the Harbor Director and Harbor Commission;
Explain District policies to employees, public, lessees and patrons;
Serve as acting Harbor Director, when required.
Qualifications:
At least 5 years of experience in a finance, property management, special project management and/or human resources capacity within the public sector or a related environment; 3 years of which being in a leadership capacity;
Bachelor’s Degree in Business Administration, Accounting, Public Administration, or related discipline;
Proficiency in software applications to include the MS Office suite of products, ERP accounting applications and website management;
Holder of valid CA driver’s license;
Exceptional oral and written communication and interpersonal skills;
Astute time management, attention to detail, accuracy, organizational, planning, effective multi-tasking, problem-solving, follow-through, customer service skills and ability to work to tight deadlines;
Ability to work effectively alone and within a collaborative team environment.
Compensation:
$106,829 - $135,345 annual base salary range, DOE, for this full-time, exempt position;
Annual cost of living salary increases.
Benefits:
Biweekly pay period (26 pay periods in total);
96 hours of annual paid vacation on an accrual basis in years 1 – 5 and rising incrementally thereafter;
Paid sick leave accruing at 3.69 hours per pay period;
11 paid public holidays annually;
CalPERS retirement plan funded through employee deferred compensation with a 1:1 match with employer for a maximum of $20 per month;
