Port San Luis Harbor District’s mission, goals and strategic plan is to hold the waters and lands in trust for the public and to serve the public with an array of commercial and recreational boating, fishing and coastal-related opportunities, while ensuring an environmentally responsible, safe, well-managed and financially sustainable harbor that preserves our marine heritage and character.

Job Summary:

Under the direction of a 5-member elected Board of Commissioners, the Harbor Director plans, organizes, coordinates, directs and supervises the operations of Port San Luis Harbor.  As an Executive Officer, the Harbor Director will interpret and implement Board policies, while providing daily management of the Port, which includes, but is not limited to, the management of the Harbor Patrol Chief, Business Manager and Facilities Manager.  This position has a 3-year contractual obligation and renewed at the pleasure of the Board.

Duties / Responsibilities:

Plan, organize, direct and supervise all activities and functions associated with managing a coastal port, which includes the collaboration in connection with revenue generation and management, management of 3 piers, leases and licenses;

Provide leadership on behalf of the Port involving technology, financial management, negotiations, strategic initiatives, grant procurement and public safety;

Provide leadership oversight to the Harbor’s staff and set organizational goals and objectives therein;

Review, recommend and oversee all hiring of staff; prepare evaluations and disciplinary actions; provide ongoing supervision;

Ability to communicate effectively with the public, special interest groups, businesses and all levels of government in representing the Port to include, San Luis Obispo County, the Coastal Commission, California Natural Resources Department, Army Corps of Engineers and the California Special District Association;

Ability to interpret and implement policies and goals set by the Harbor Commission;

Coordinate and provide managerial oversight of the various departments of the Port;

Represent the Port in the Harbor District, within the County of San Luis Obispo, the community of Avila Beach and in all other related instances;

Ability to negotiate contracts with the Port’s tenants and other sub-contractor and consultants providing services to the Port;

Ability to successfully source and write grants on behalf of the Port;

Ability to carry out instructions of the Board by assigning tasks and ensuring accountability;

Prepare and present the annual Operating and capital Budgets to the Board for approval;

Prepare, review and make recommendations for consideration and action to the Board, in connection with the issues that affect the Port;

Act as the key point person in communicating with the Board, staff and outside agencies in providing pertinent information necessary to carry out assigned functions;

Manage all emergency situations, as necessary;

Perform other duties as required. 

Qualifications:

Bachelor’s Degree in Public Administration, Business Administration, Finance, Engineering, or related discipline;

At least 5 years of proven senior leadership experience in a public agency reporting to a Board or Council;

Previous experience working in a senior leadership position within a port or harbor, highly desirable;

Proficiency in developing and implementing budgets;

Proficiency in accounting and oversight of the technology and IT-related aspects of operating this business unit;

Proficiency in HR capabilities to include hiring, training, mentoring and administering disciplinary actions to the Port’s staff;

Proficiency in successfully sourcing and writing grants and experience with revenue improvement plans;

Previous property management experience, highly desirable;

Ability to review, negotiate and prepare licenses and leases;

Proficiency in software applications to include the MS Office suite of products, ERP accounting applications and website management;

Holder of valid CA driver’s license;

Exceptional oral and written communication and interpersonal skills;

Experience in the management of crafting board agendas and related protocol; 

Astute time management, attention to detail, accuracy, organizational, planning, effective multi-tasking, problem-solving, follow-through, customer service skills and ability to work to tight deadlines;

Ability to work effectively alone and within a collaborative team environment. 

Compensation:

$165K - $208K DOE, annual base salary range, for this full-time, exempt position;

Annual cost of living salary increases.

Benefits:

Biweekly pay period (26 pay periods in total);

Paid vacation and sick time accruing at 9.85 hours per pay period;

Administrative leave allowance credited at 74 hours each July 1;

Car allowance allotted in the amount of $250 per month, in lieu of reimbursement,for travel within San Luis Obispo County;

11 paid public holidays annually;

CalPERS retirement plan funded through employee deferred compensation with a 1:1 match with employer for a maximum of $20 per month;

Medical, dental vision insurance paid 100% for employee through the District’s HMO; partial coverage for dependents;

Life and Disability insurance paid 100% for employee;

HSA health savings plan funded by employee;

Monthly cell phone reimbursement;

Reimbursement for education and training.

Working Hours:

8:00AM – 5:00PM Monday – Friday

Location:

Port San Luis, Avila Beach, CA – onsite position

Salary : $165,000 - $208,000
