BUDGET ANALYST:
Reporting to the Financial Controller, the Budget Analyst will have budgetary oversight for assigned Division/Department
budgets, comprised of multiple fund sources and varying grant periods. The
Budget Analyst is responsible for generating and analyzing budget, payroll and
accounting reports in order to maintain expenditure controls, efficient
tracking of program dollars - both revenues and expenditures, and daily
purchasing support, using accounting software and MS Office modules. The Budget
Analyst will be an integral member of the Finance
team to directly provide financial
analysis to decision makers. The Budget Analyst
will also assist
with contract management while ensuring compliance with all applicable laws, rule and regulations, and YDI policies.
MINIMUM QUALIFICATIONS:
- BA in Accounting or related field of study plus 6 years of experience, or HSE/HS diploma plus 10 years of experience in the accounting field. Must have demonstrated experience with computerized accounting system, fund accounting, compliance of grants and contracts.
- Knowledge of local and state government and structure.
- Knowledge of administrative and management techniques and concepts. Background in accounting or financial procedures is required.
- Knowledge of standard office procedures and practices, and department functions and procedures.
- Posses good human relations skills.
- Must be able to communicate effectively both orally and in writing.
- Ability to exhibit emotional maturity and good judgment, to include high standards of moral and speech.
JOB CHARACTERISTICS/PHYSICAL DEMANDS:
- This position is exempt from the overtime provisions of the Fair Labor Standards Act. This is a professional position which requires organizational and communication skills, as well as judgment, tact and diplomacy in contacts with YDI employees, community residents, parents and local government agencies. Strict adherence is required to all regulations concerning confidentiality. Good general health. Background investigation to include fingerprinting is required. TB Skin Test and Physical may be required every five years. Some travel will be required and proof of satisfactory car insurance is required. Working evening and weekends may be required occasionally.

EXAMPLES OF DUTIES & RESPONSIBILITIES (Not
Inclusive):

Responsible for ensuring adequate
monitoring, analysis and project of budgets on a monthly and quarterly basis or whenever necessary.
•
Assist in
maintaining an adequate accounting system to ensure accurately, completely and
timely closing out of financial reports at the end of the fiscal
year in accordance with internal and external reporting requirements.

Assist in the maintenance of separate general
ledger control accounts
for all resources applicable to individual programs and agency.
•
Assist in the maintenance of double
entry accounting system for all financial transactions as required by funding
sources and agency.
•
Assist in maintenance of procedures for recording of checks in the cash reimbursement
journal and coding each so that it will show program and/or account is affected and/or changed.
•
Assist in guiding
and directing accounting personnel in monthly balancing of cash disbursements, journal, and in posting
amounts to the appropriate accounts
in each program fund's separate set of general ledger
accounts to ensure proper
balancing of accounts.

Responsible for preparing journal entries for designated programs.
•
Ensure proper preparation and
availability of fiscal records for required
audits.
•
As requested, provides guidance and direction in the preparation of budget for new
grants/contracts.
•
As requested, attend training
sessions and meetings.
