Job Summary

This position is advertised from the minimum to the mid-point hourly rate. Salary will be determined based on education and experience at the time of offer.

**NOTE: Yuma County reserves the right to underfill the Appraiser III (Grade 13 Min: $26.35/hr. - Max: $32.94/hr.) as an Appraiser II (Grade 11) until such time as the successful candidate completes all education and training requirements.

NATURE OF WORK
Under general supervision, performs technical work of considerable difficulty in gathering property appraisal information, conducting appraisals for property assessment and assists in training newer staff. This position has department specific responsibility.

Nature of Work

(Illustrative Only) Collects and analyzes data on all property types from all available sources using prescribed procedures for real and personal property; performs appraisals on difficult and complex property types or developments; conduct on-site inspections of various types of property including new and existing residential property and structures, mobile homes, and agricultural, business, and commercial property and land; also use Aerial Imagery or Blueprint to assess property; represents the County Assessor in administrative and, with supervision, board of equalization appeal processes; works with taxpayers to provide answers and information on moderately complex to complex property appraisal matters; ensures that all improvements of the property on the Tyler system are evaluate accordingly; assures that residential, commercial and agricultural properties are accurately captured on the tax roll; prepares data for presentation in the administrative and board of equalization appeal processes; communicates with public on such matters as property values and statutory classifications; assures that residential complex properties are accurately captured on the tax roll; estimates property value, recommends changes in valuation and participates in valuation process; consults with developers, investors, and property owners on specific properties as necessary; prepares reports on agricultural and commercial properties in order to see which have extra features (xfob’s), remove, and list them as components; meets with property owners to explain and outline specifically the taxation methods and procedures utilized in property assessment of the individual's property if petitioned or questioned; assists in training employees in proper assessment procedures; regular and reliable attendance is required; performs other duties as assigned.

Experience and Education

High school diploma or GED equivalent; AND three (3) years of experience as Department of Revenue Certified Level I appraiser; OR six (6) years of experience as licensed fee appraiser, OR; an equivalent combination of education and experience; must meet and maintain all current requirements necessary to possess the State of Arizona (ARS 42-13006) Level II Certification as governed by the Department of Revenue. Special Requirements: This position requires successful completion of a background check; must possess and maintain a valid Arizona driver’s license.

Knowledge, Skills and Abilities

Knowledge of: County policies and procedures; principles, practices and techniques used in valorem property assessment; guidelines and statutes effecting property assessment.

Skill in: Making arithmetical computations to calculate perimeter, volume, dimensions, square feet and acres; performing administrative appeals; analyzing and interpreting the factors affecting property values; preparing sketches and diagrams of buildings; meeting and dealing tactfully with the public; preparing reports and presenting facts clearly, orally and in writing; establishing and maintaining effective working relationships with employees, other agencies and the public.

Ability to: Read, write and synthesize data; use modern office equipment and computers; read and comprehend maps, records, deeds, financial reports and other correspondence; communicate effectively, verbally and in writing; follow written and verbal instructions; lift up to 20 lbs.; perform the essential functions of the job specifications with or without a reasonable accommodation.
Work Environment
The usual and customary methods of performing the job’s functions require the following physical demands: occasional lifting, carrying, pushing and/or pulling, some stooping, kneeling, crouching and/or crawling and significant fine finger dexterity; generally the job requires 60% sitting, 20% walking and 20% standing; the job is performed under varying extreme weather conditions and may have risk of exposure to communicable diseases.

Medical Coverage Category
The YCEBT is a self-funded medical plan administered by BlueCross BlueShield of Arizona (BCBSAZ). The employee is able to select from three (3) medical plan options with six (6) tiers that will best suit the employee's needs, dependents or families.

Plan Option 1: Preferred Provider Option A (PPO) or PPO A 1100 deductible. Employees who participate in the "Wellness Incentive" will receive a $30 monthly premium reduction by completing three steps.

Plan Option 2: Preferred Provider Option B (PPO) or PPO B 1,500 deductible. Employees who participate in the "Wellness Incentive" will receive a $30 monthly premium reduction by completing three steps.

Plan Option 3: High Deductible High Plan - Health Savings Account (HDHP-HSA) with a 1700 deductible. Employees who participate in the “ Wellness Incentive” will receive a $30 monthly premium reduction by completing three steps.

Employer contributes a total of $800.04 to employees Health Savings Account. If employees select Employee only and participate in the “ Wellness Incentive” employees can receive up to 360.00 contribution to a Limited Purpose FSA card to be used for medical or dental purposes.

Southwest Service Administrator (SSA) Mexico PPO Health Plan: SSA is available to employees who are enrolled in YCEBT Medical PPO Plan A and PPO Plan B. The SSA Plan pays 100% of hospital, medical, laboratory and prescription drug benefits, to a maximum of $5,000 per person per calendar year ($10,000 for two or more family members).
