Job Summary

This position is advertised from the minimum to the mid-point hourly rate. Salary will be determined based on education and experience at the time of offer.

Under limited supervision performs highly responsible administrative, managerial, and supervisory responsibilities in the operation and activities of one or more specialized work units and/or programs; applies policies and procedures governing program goals and objectives; assesses and reports on effectiveness of program(s)/project(s).

Nature of Work

(Illustrative Only) Supervises and oversees the day-to-day functions, operation, and staff of one or more specialized work units and/or programs; evaluates effectiveness of work unit and/or program and ability to meet expected goals and objectives; analyzes operations and makes recommendations to increase efficiency; determines if work unit and/or program operates within established policies and procedures; provides leadership and direction in support of work unit and/or program of assignment; identifies and recommends needs for staffing, volunteers, equipment, supplies, materials, and other items needed to successfully function; analyzes and reviews operations; recommends and implements changes to enhance effectiveness of operation; applies, coordinates and executes program and/or project policies; manages staff, volunteers, and others assigned to support functions and purposes of work unit and/or program; participates in and/or provides recommendations associated with all aspects of work unit and/or program personnel operations; participates in selection, training, development, evaluation, counseling and disciplining of staff assigned to the work unit and/or program; analyzes work unit and/or program activities to provide relevant data; develops and presents reports outlining activities of work unit and/or program; makes presentations to public and private organizations; represents the program in public and court-related arenas; identifies budget needs and monitors expenditures; promotes program and program activities within the community; directs and supervises staff assigned and volunteers if appropriate, associated with the work unit and/or program; performs related duties as required or assigned.

Experience and Education

Bachelor’s Degree in Criminal Justice, Behavioral or Social Sciences, Business or Public Administration, or related field; AND four (4) years of progressively responsible supervisory, administrative or management work experience involving program and/or project operation and/or implementation; OR any equivalent combination of experience and/or education from which comparable knowledge, skills, and abilities have been achieved; applicant must be at least 21 years of age. ADDITIONAL REQUIREMENTS: This classification requires the applicant to pass pre-employment testing and to pass an extensive criminal background, normal reference checks, psychological, polygraph examination and drug test prior to appointment; employees of this classification must receive State of Arizona certification as a Probation Officer within one (1) year of employment; attend and complete the Yuma County or Arizona Superior Court approved Supervisor's Academy within one (1) year of employment/appointment; a valid Arizona State driver's license may be required; maintain all required certifications and complete additional training as required; employees in this classification must successfully complete an approved Defensive Driving class; certain employees of this classification may be required, by the duties, functions and assignment, to be certified as an Arizona Criminal Justice Information System operator; attend a minimum of sixteen hours of Committee on Judicial Education and Training (COJET) each calendar year; submit to a yearly criminal history check and motor vehicle records check. PHYSICAL DEMANDS AND WORKING ENVIRONMENT: Work is performed in a standard office environment, Court facilities and/or in the community to include prolonged periods of walking and standing, physical dexterity and coordination necessary for use of self-defensive tactics; there is possibility for exposure to infectious and communicable diseases.

Knowledge, Skills and Abilities

Knowledge of: Applicable State of Arizona statutes, rules, administrative orders, policies and procedures, applicable Federal rules and requirements; Yuma County Policies and Procedures; principles and practices of public personnel administration, administration, court administration, including the basic principles of organization, management, and budget preparation; basic principles of accounting, book keeping, record keeping, case and records management; legal terminology and court processes and procedures; community resources and services.

Skills In: Establishing and maintaining cooperative working relationships with court employees, and the public; communicating orally and produce written documents and written reports for public dissemination; identifying and applying operational standards for the work unit and/or program; organizing and coordinating the efforts of court personnel and volunteers to accomplish department, unit or work assignment goals and objectives; operating a personal computer utilizing a variety of software applications; analyzing a variety of administrative, operational, managerial, fiscal and other issues/problems and make sound recommendations for solutions.

Ability to: Work under pressure in a highly dynamic environment with changing program demands and priorities; establish and maintain cooperative working relationships with court employees, and the public; communicate effectively and producing materials for public dissemination; compile and write reports of confidential nature and present information effectively; train and evaluate the performance of assigned staff; follow written and oral communication; communicate effectively both orally an in writing.

Medical Coverage Category
The YCEBT is a self-funded medical plan administered by BlueCross BlueShield of Arizona (BCBSAZ). The employee is able to select from three (3) medical plan options with six (6) tiers that will best suit the employee's needs, dependents or families.

Plan Option 1: Preferred Provider Option A (PPO) or PPO A 1100 deductible. Employees who participate in the "Wellness Incentive" will receive a $30 monthly premium reduction by completing three steps.

Plan Option 2: Preferred Provider Option B (PPO) or PPO B 1,500 deductible. Employees who participate in the "Wellness Incentive" will receive a $30 monthly premium reduction by completing three steps.

Plan Option 3: High Deductible High Plan - Health Savings Account (HDHP-HSA) with a 1700 deductible. Employees who participate in the “ Wellness Incentive” will receive a $30 monthly premium reduction by completing three steps.

Employer contributes a total of $800.04 to employees Health Savings Account. If employees select Employee only and participate in the “ Wellness Incentive” employees can receive up to 360.00 contribution to a Limited Purpose FSA card to be used for medical or dental purposes.

Southwest Service Administrator (SSA) Mexico PPO Health Plan: SSA is available to employees who are enrolled in YCEBT Medical PPO Plan A and PPO Plan B. The SSA Plan pays 100% of hospital, medical, laboratory and prescription drug benefits, to a maximum of $5,000 per person per calendar year ($10,000 for two or more family members).
