**NOTE: Yuma County reserves the right to underfill the Appraiser III (Grade 13 Min: $26.35/hr. - Max: $32.94/hr.) as a Field Data Specialist (Grade 7) until such time as the successful candidate completes all education and training requirements.

NATURE OF WORK 
The Field Data Specialist position is the entry level position in the Yuma County Assessor’s Office valuation section; this position performs desktop reviews and field inspections and is responsible for entering their findings into a computer assisted mass appraisal system; this position under-fills a Level III Certified Appraiser position; Arizona’s Ad-Valorem Appraiser Certification program is multi-level; a Certified Level III position is the highest attainable professional appraiser position without supervisory duties; a Field Data Specialist is eligible for the certification program after they have exhibited sufficient knowledge, skills and abilities; under close supervision, the Field Data Specialist is trained in technical work of gathering property appraisal information; majority of the duties and responsibilities of this position require the ability, and willingness, to work outdoors, in all seasons of the year, at various locations within Yuma County; this position has department specific responsibility.
(Illustrative Only) Collects data which accurately determines proper size, arrangement and construction components of improvements on a parcel of land, using prescribed procedures for real and personal property; prepares sketches of building footprint, scaled to size and approximate alignment of improvements located on parcel using computer aided drafting programs; may assists with the preparation of reports including supportive data for value opinion based on established procedures; accurately and completely enters field assembled data into valuation software; reviews, evaluates and processes a variety of documents and files; performs records management activities; gathers data, makes entries to file records, verifies the accuracy and completion of forms; performs on-site inspections of various types of new and existing residential land, property and structures; performs calculations to determine square footage and perimeters of property improvements; performs desk-top inventory reviews of parcels using aerial, and street level imagery; provides clear digital photographs of improvements located on parcel, and pertinent physical features of parcel; may assists with the revision of policies and procedure and provide recommendations for improvement or operational change; works closely with mobile home park managers and other mobile/RV agencies; regular and reliable attendance is required; performs other duties as assigned.
High school diploma or GED equivalent; plus one (1) year of experience relating to the basics and fundamentals of residential and light commercial property appraisal, OR; one (1) year experience in construction trades, OR; an equivalent combination of education and experience; this position requires successful completion of a background check; must possess and maintain a valid Arizona driver’s license; the successful applicant must successfully pass exams covering self-study courses involving mathematics and Arizona Property Tax regulations, and an Arizona Department of Revenue administered examination on field appraisal data collection training, within six (6) months of start date; experience using computer programs relevant to the position (word processing, spreadsheet, data base, drafting) will be considered as a positive supplement to qualifications listed above; applicants possessing valid Arizona Department of Revenue Appraiser certification may be hired at the Yuma County Assessor Office at an equivalent certified Appraiser level.
Knowledge of: County policies and procedures; office practices and procedures; guidelines and statues effecting property assessment.

Skill in: Reading and understanding maps and map software; organizing multiple assignments and time management; making arithmetical computations; preparing hand drawn and computer generated building sketches/diagrams; meeting and dealing tactfully with the public.; preparing reports and presenting facts clearly, orally and in writing; establishing and maintaining effective working relationships with employees, other agencies, and the public; following written and verbal instructions; communicating effectively verbally and in writing; operating various computer programs relevant to the job along with operating modern office equipment.

Ability to: Read, write and synthesize data; use modern office equipment and computers; communicate effectively verbally and in writing; follow written and verbal instructions; lift up to 20 lbs.

Work Environment 
The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity; generally the job requires 60% sitting, 20% walking and 20% standing; the job is performed under varying extreme weather conditions.
