Responsible for managing the institution’s benefits programs and ensuring compliance with relevant laws and regulations in higher education. The role focuses on administering employee benefits, overseeing payroll processes, and maintaining HR information systems. This position is critical in safeguarding the institution’s legal and ethical standing while supporting employee well-being through comprehensive benefits management.Personal Touch: Respect, Responsiveness, and Responsibility in all professional relationships, specifically, employee to student, employee to employee, and employee to community. College employees acknowledge their obligation to model and teach the three R’s to influence student development of behaviors that will lead to academic, professional, and personal success.Assessment: Contributes to assessment for continuous quality improvement of the professional development activities coordinated by the office.

EXAMPLE OF DUTIES
Core Duties: Administer and optimize employee benefits programs.Ensure compliance with federal, state, and local employment laws and regulations.Oversee payroll processes and systems.Manage HR information systems and maintain accurate employee records.Develop and implement HR policies and procedures.Monitor and report on HR metrics and analytics.Coordinate health and safety initiatives.HR Generalist duties as assigned.Responsibilities: Conduct Research and Analysis: Research benefit plan trends and analyze plan experience and data to make recommendations that keep ZSC plans competitive within established guidelines and objectives. Assess the short-term and long-term effects and resultant impacts of changes in benefit programs.Maintain Administrative Controls: Recommend and uphold administrative controls and audits in benefit plan administration to ensure efficient operations, including the maintenance of necessary records and procedures to manage plan costs effectively. Data Analysis, Reporting & Process Documentation: Create and analyze detailed reports from the benefit administration system and HRIS to ensure the accurate delivery of employee benefits. Maintain consistency and clarity in benefit administration through process documentation. Support administration and analysis of file integrations to ensure operational efficiency and data accuracy. Time-Off & Absence Policy Lead: Policy Lead for Leave of Absence (LOA), Paid Time Off (PTO), Family Medical Leave Act (FMLA), and Long-Term Disability (LTD) programs, guiding the development and implementation of policies to ensure compliance and alignment with organizational objectives.HR Technical and Interpersonal CompetenciesBenefits Administration: Expertise in managing employee benefits programs, including health insurance, retirement plans, and paid time off.Compliance Knowledge: Understanding of labor laws, employment regulations, and industry standards to ensure company policies are compliant.Data Analysis: Ability to analyze and interpret HR data to inform decision-making and track metrics.HRIS and Technology Proficiency: Skill in using Human Resource Information Systems and other HR software.Communication Skills: Excellent written and verbal communication abilities to interact effectively with employees, management, and vendors.Conflict Resolution: Skills to mediate and resolve disagreements while maintaining positive relationships.Negotiation Skills: Ability to negotiate with vendors, insurers, and other service providers.
