Position: Community Health Planner 1
Position Status: Full-time
Salary Range: Pay grade starts at $25.91/hour. Salary will be reflective of education, credentials, and experience.
Scope: Accountable for assessing and strengthening the skills of the Environmental team. Oversees the development and implantation of Environmental strategic planning and workforce development while conducting REHS duties in various Environmental Health programs.
Essential Duties (including, but not limited to):
- Assist staff with a program evaluation process
- Conduct research, collect data and perform data analysis to assist ZMCHD in program and policy development
- Coordinate training programs to build planning, policy development, and health outcome awareness within ZMCHD and throughout Muskingum County
- Contribute to creation and completion of specific performance objectives in personal work plan which links to the ZMCHD strategic plan.
- Conduct on-site inspections of food service operations, vending machines sites, schools, cafeterias, swimming pools and spas for health and safety issues and/or concerns
- Evaluate lay outs for sewage disposal systems for new constructions or existing homes
- Inspect sewage system installations to determine compliance with acceptable practice
- Issue, approve or disapprove water system permits
- Inspect water well construction for compliance with regulations
- Obtain water samples for laboratory testing
- Certify existing water wells and sewage systems prior to real estate transfers
- Conduct animal bite investigations and inspections
- Prepare specimens for Ohio Department of Health rabies laboratory
- Enforce state laws regarding quarantine and vaccination requirements
- Investigate local nuisance and solid waste complaints
- Communicate with environmental, commercial and private organizations regarding environmental health issues
- Communicate with general public and industry to explain agency rules and procedures, aid applicants in the process of applying for public health permits, and provide technical assistance in preparation of reports for issuance of permits
- Conduct environmental programs including mosquito control and summer food program
- Prepare reports for court action
- Prepare inspection reports and other correspondence for distribution

- Represent the department and agency favorably to the public. Adheres to the adopted ZMCHD customer service standards.
- Ensure compliance with standards, laws, and regulations as promulgated by regulatory agencies such as OSHA, Federal and State government.
- Ensure compliance and works toward the mission of ZMCHD.
- Maintain and improve knowledge and skills through participation in meetings, trainings, seminars, and in-service trainings.
- Additional duties as assigned or requested.
Minimum Qualifications: An appropriate combination of education, training, course work, and experience may qualify an applicant to demonstrate required knowledge, skills, and abilities. An example of an acceptable qualification is:
- High school diploma or GED
- Bachelor’s Degree in Environmental Science, Public Health, or other related field of study as approved by the credentialing board of sanitarian registration
- Quality improvement, lean six sigma, and project management experience preferred
- Preferred experience in project management, research, data analysis, information management, group facilitation and training, partnership building, and public speaking
- Valid driver’s license with access to reliable transportation
- Non-tobacco user
