We work at the intersection of law, business, and technology to help our clients adapt to constantly evolving threat environments.

We work closely with high-level stakeholders to create strategies to address cutting edge issues and set the course for future technology development. Open Position: We have an immediate opening for a Business Development Manager.
Location: The position is based in the Washington, D.C. area (Arlington, VA) and is a hybrid 1099 part-time position that will include weekly in-office time; local candidates preferred.
Duties for this position include:
- Identify new business opportunities aligned with ZRA’s core services in cybersecurity, privacy, and risk management.
- Build and maintain strong relationships with federal, state, and local government agencies, as well as private sector and nonprofit clients.
- Monitor and respond to relevant RFPs, RFIs, and RFQs via platforms such as SAM.gov, GovWin, and other procurement portals.
- Develop strategic partnerships and teaming agreements to expand ZRA’s reach.
- Prepare and present tailored capability statements, proposals, and pricing strategies.
- Track leads, opportunities, and interactions using ZRA's CRM or independently maintained systems.
- Collaborate with internal subject matter experts to shape technical approaches and ensure proposal quality.
- Attend relevant industry events, conferences, and networking opportunities to represent ZRA.
Qualifications:
- 5 years of experience in business development, capture management, or sales—preferably in cybersecurity, IT, risk, or consulting services.
- Deep familiarity with federal, state, and local government procurement processes.
- Demonstrated success in closing service-based contracts within public and/or private sectors.
- Excellent written and verbal communication skills, with ability to tailor messaging to technical and executive audiences.
- Knowledge of cybersecurity frameworks, risk assessment methodologies, and privacy best practices (preferred but not required).
- Existing client relationships or contacts within government or critical infrastructure sectors strongly preferred.
Preferred Experience:
- Experience with cybersecurity services, compliance (e.g., NIST, CMMC, FISMA), or managed security solutions.
- Knowledge of proposal development, government contracting language, and teaming strategies.
- Familiarity with procurement systems such as SAM.gov, GSA Schedules, or local/state portals.
- Existing Rolodex of contacts in federal agencies, critical infrastructure sectors, or IT/cyber firms.
Additional Information:

· Preferred, but not required: Applicants for employment need to be able to obtain and maintain an upper-level security clearance (Top Secret), which requires U.S. citizenship.
