What are the responsibilities and job description for the Business Analyst position at Zencon Group?
The Office of Information Technology has the need for services of Job#7640 Business Analyst (C. Advanced) on a time and materials basis to support the agency's Information Technology (IT) services. This new position will primarily support the modernization of the FWC Commercial Licensing System (CLS) for licensed fishermen and wholesale dealers.
The selected applicant(s) will be expected to occupy the role and perform some combination of the following tasks :
1. Serve as a liaison between business units and IT resources to help develop and deliver technical solutions that meet user and business needs. Must be familiar with Agile Project Methodologies.
2. Help analyze business operations to understand systems and capabilities and provide expertise to determine opportunities to improve processes and functions. Where appropriate, assist in the business process redesign and documentation.
3. Assist with project coordination and documentation responsibilities, including assembling product backlogs, prioritizing and monitoring work, managing scope and requirements traceability, escalating functional, quality, and timeline issues; tracking key project milestones and recommending adjustments to project plans and / or resources based on requirements and performance; providing coordination of the change management process for IT projects.
4. Facilitate collection, validation, and documentation of functional and system requirements from business program(s), technical staff, and stakeholders. Perform requirements analysis and create Business Requirements Specifications documentation.
5. Support communication and coordination for effective stakeholder management from initial requirements to final implementation. Lead Joint Application Requirements (JAR) sessions with stakeholders, and Joint Application Development (JAD) sessions with the development team.
6. Develop and provide reports on IT project status and stability, including coordinating communication about the impact of changes on scope, budget, risks, and resources.
7. Assist with Quality Management (Quality Assurance (QA) & Quality Control (QC)), Develop and track test plans. Schedule and conduct User Acceptance Testing (UAT). Create user manual and train the trainers from the user community, and support staff.
8. Document rationale for escalating functional, quality, and timeline issues.
9. Support the change management process as necessary.
10. Assist with compliance with IT projects and activities subject to Florida Administrative Code (F.A.C) 60GG-(1-5).
11. Work with agency staff to maintain an understanding of technological trends to help identify solutions and acquire IT vendor support and services as required. May contribute to Buy vs. Build analysis.
12. Comply with and enforce all FWC agency policies, procedures, and security policies.
13. Remote work for this position is contemplated but must be available for initial on-site set-up and regular meetings at FWC offices in Tallahassee, Florida. Preference is for local / Regional (Tallahassee, Florida, or North / West / Central Florida) candidates.
