The Project Manager will be responsible for leading the creation of an IT strategic plan for the county. This plan will set the framework for the County’s technology planning and implementation over the next three years. The Senior Project Manager will work closely with the county's IT department and leadership team to assess current IT infrastructure, identify needs and opportunities, and develop a strategic roadmap for future IT initiatives.

Key Responsibilities
- IT Assessment and Analysis:
- Conduct a comprehensive assessment of county’s current IT infrastructure, staffing, cybersecurity risks, and overall system reliability.
- Evaluate existing technology systems and identify areas for improvement or modernization.
- Analyze staffing levels and potential staffing needs to support the proposed IT strategy.
- Review and document disaster recovery and continuity of operations strategies.
- Strategic Planning:
- Develop a 3-year IT Strategic Plan that aligns with the county’s vision and goals.
- Collaborate with the IT Director, department heads, and Board of Supervisors to incorporate feedback and priorities into the strategic plan.
- Provide a structured approach for IT governance, project prioritization, and performance metrics.
- Outline staffing, internal and external resources, and budgeting needed to implement the strategy.
- Stakeholder Engagement:
- Facilitate meetings and interviews with the IT Director, department heads, and the Board of Supervisors to gather input and define the county’s IT mission and vision.
- Present drafts of the strategic plan and revise based on feedback from key stakeholders.
- Provide bi-monthly project status updates to the IT Director and county leadership team.
- Documentation and Reporting:
- Deliver an inventory and analysis of the current IT infrastructure and technology systems.
- Prepare a prioritized list of recommendations for the county’s IT needs, including estimated timeframes and costs for implementation.
- Present the final IT Strategic Plan to the county’s leadership team and Board of Supervisors for approval.
- 10-15 years of experience in project/program management, with a focus on IT strategy and planning.
- Experience in managing IT infrastructure and cybersecurity.
- Proven experience leading large-scale IT assessments and strategic planning initiatives.
- Strong understanding of IT governance, project prioritization, and performance metrics.
- Experience in conducting interviews and facilitating discussions with diverse stakeholders.
- Excellent communication and presentation skills to effectively interact with County leadership and external partners.
- Certification (preferred but not required)
- PMP (Project Management Professional) certification.
- TIL certification for IT service management.
- Experience working with county government or public sector organizations.
- Knowledge of disaster recovery planning and cybersecurity best practices.
- Familiarity with cloud technologies and modern IT infrastructure solutions.
- Experience implementing strategic plans within a complex organizational structure.
- The Project Manager will be expected to work closely with the IT Director and County staff to ensure the successful development and implementation of the IT Strategic Plan.
- This role requires periodic in-person meetings and site visits in Amherst County, making proximity to the area essential.
