The San Francisco Department of Emergency Management (DEM) manages disaster preparation, mitigation, and response; 9-1-1 dispatch, and homeland security grant distribution for the City and County of San Francisco. DEM was created in 2006 by local legislation that reorganized the Emergency Communications Department and the Office of Emergency Services into a single agency.
The current position is located in the Emergency Medical Services Agency (EMSA) which provides oversight for the Emergency Medical Services System in San Francisco. The EMSA directs, plans, monitors, and evaluates the San Francisco EMS System in collaboration with system and community providers. This includes medical control, policy decision-making, and disaster response with regulatory scope from the 9-1-1 medical call until transfer of care at a hospital.

Under general direction, the Emergency Medical Services Agency (EMSA) Specialist oversees, plans, and monitors EMS System programs, trainings, standards and policies to ensure compliance with state regulations and the City and County of San Francisco protocols and guidelines related to EMS Systems and is responsible for the implementation of EMS System programs.
Essential duties and responsibilities include but are not limited to :
Minimum Qualifications
Experience
Three (3) years of field or clinical experience as an Emergency Medical Technician-Paramedic (EMT-P), Registered Nurse, or Physician Assistant;
OR four (4) years of field or clinical experience as an Emergency Medical Technician (EMT).
License and Certification : Possession of a current, valid license or certificate as a Registered Nurse, Emergency Medical Technician-Paramedic (EMT-P), Emergency Medical Technician (EMT), or Physician Assistant in the State of California; AND possession and maintenance of a valid Driver’s License (a valid California Driver’s License is required at the time of appointment).

Desirable Qualifications
Experience working in an EMS administrative or quality improvement role at an EMS Provider Agency, Local / State EMS Regulatory Agency.
Verification of Education and Experience : Applicants may be required to submit verification of qualifying education and experience at any point during the recruitment and selection process.

Minimum Qualification Supplemental Questionnaire (MQSQ)
Candidates will be required to complete a MQSQ as part of the employment application.
Supplemental Questionnaire Evaluation (Weight : 50%)
Candidates who meet the minimum qualifications will be sent a Supplemental Questionnaire Evaluation.
Oral Examination (Weight : 50%)
Candidates will be tested in order to determine their knowledge, skills, and / or abilities in job-related areas.
Candidates must achieve a passing score on both the Supplemental Questionnaire Evaluation and Oral Examination in order to be ranked on the eligible list.
