Europol - 83-Project Manager

Location:
Offsite. The 5 first working days must be onsite and every quarter the client might request an onsite presence up to 6 working days.

Skills, knowledge, experience required:

• Level 3 – Expert: either a level of education which corresponds to completed university studies of at least 4 years attested by a diploma and relevant professional experience of at least 9 years gained after the award of the diploma OR a level of education which corresponds to completed university studies of at least 3 years attested by a diploma and relevant professional experience of at least 10 years gained after the award of the diploma;
• A minimum of 9 years of experience in Project Management;
• Managed minimum 5 end to end projects involving commercial-off-the-shelf software deployments, incremental software delivery, ICT infrastructure deployment, and/or service integration with external parties and/or SaaS projects;
• Managed minimum 5 data protection projects;
• A minimum of 5 years of experience in data migration projects;
• A minimum of 5 year of experience in working in a highly regulated public/government environment or EU institutions or bodies;
• A minimum of 5 years of experience in risk management;
• Good knowledge of planning and estimation techniques;
• Good knowledge of MS office including PowerPoint timelines and schedule visuals;
• Certification: PM Certification such as PRINCE2, PMP or PM2 (intermediate level at least, not Foundation);
• Good knowledge of structured approach to incremental software integration projects working with system integrations, e.g. with an example of a service integration with a third party service provider Enterprise service bus integration with internal and external services;
• Good knowledge of data migration concepts and strategies;
• Working knowledge of English B2 or higher.

Desirable:

• Delivered at least 1 CPaaS Project End-to end (from project initiation till go live);
• Good knowledge of Public IT procurement, (EU) tendering processes and contract management throughout project lifecycles;
• Good knowledge of Identity and Access Management technologies;
• Good knowledge of infrastructure technologies, i.e. (virtual) infrastructure, containers, connectivity and environments.

Duties/role:

• Managing and taking responsibility under Europol’s accountability for a series of projects to Europol’s project management standards, specifically concerned with integrating internally developed components and services with external services.
• Ensuring regular status communication updates to Europol’s ICT management in accordance with accepted reporting standards at the deadlines requested.
• Maintaining good working relationships with internal Europol stakeholders, staff members, and external parties.
• Facilitating the setting up of meetings; undertaking meeting minutes creation and distribution.
• Supporting all project dimensions as required and following applicable Europol guidance as updated from time to time.
• Strengthening project governance implementation through coaching meetings when needed, checkpoints, and boards of assigned projects, keeping stakeholders informed with up-to-date information at all times and facilitating appropriate decision-making.
• Ensuring that all relevant project management documentation, including a realistic plan and Gantt chart agreed among the project stakeholders, is in place in the project management system at any given time, including by participating directly in the production of project management deliverables.
• Ensuring that the Gantt chart is always updated and reflects actual project status (no outdated tasks allowed).
• Managing the implementation of information systems to meet identified business needs, acquiring and utilizing the necessary resources and skills, within agreed parameters of cost, timescales, and quality.
• Facilitating the production and approval of project deliverables, at the specified quality level and in accordance with the project implementation plan.
• Facilitating tracking and monitoring project implementation in accordance with the scope, budget, and person days specified in the project implementation documentation.
• Proactively participating in identification and handling of dependencies, issues, and risks affecting the project.
• Proactively taking responsibility and ownership of any risks and issues identified. Providing mitigation strategies and ensuring that, when required, they are effectively escalated through the established Europol project governance (Stream leader, ICT Management, Steering Committees, Portfolio Boards, etc.).
• Supporting the monitoring of the budget and resources available to the project, and supporting Europol’s designated structures (Project Management Office) undertaking steps to correct deviations either through the financial procedures or through resource management processes.
• Interacting and communicating with Europol’s relevant internal stakeholders for the purpose of project implementation and monitoring, including regular project progress reporting.
• Monitoring the delivery of products and services by external suppliers in accordance with the contracts in place, addressing and resolving issues and risks related to the relationship with those suppliers.
