RESPONSIBILITIES:

Compensation & Benefits:

  • Accurately prepare and submit IR8A and IR21 in a timely manner, ensuring compliance with IRAS requirements.
  • Prepare and respond to government surveys related to manpower or HR, as well as meet statutory reporting obligations when needed.
  • Collaborate with external tax consultants regarding expatriate employee tax issues, ensuring timely submissions and compliance with tax authority regulations.
  • Submit the monthly Payroll Journal to the Finance Department for verification and reconciliation.
  • Lead the monthly payroll process, ensuring accuracy and compliance with CPF, IRAS, and MOM regulations prior to submission.
  • Review tax-related reports (IR8A, IR21) and verify the treatment of employee benefits.
  • Prepare payroll-related reports and manage statutory claims (e.g., NS, government-paid leave).
  • Analyze and draft salary proposals and conduct compensation reviews.
  • Support annual salary reviews, promotions, and bonus cycles.
  • Review staff insurance plans and assist with benefits benchmarking.

Performance Management & Talent Development:

  • Manage and improve the performance appraisal system.
  • Monitor personnel actions such as promotions, transfers, terminations, and disciplinary actions.
  • Review and validate company organizational charts prepared by junior staff.
  • Assist with succession planning and the development of career frameworks.

Recruitment, Onboarding & Exit:

  • Oversee and review recruitment, onboarding, and exit procedures carried out by junior staff, ensuring compliance and alignment with company policies.
  • Ensure proper review and approval of manpower requisitions.
  • Oversee end-to-end recruitment process, including interviews and coordination with agencies.
  • Ensure compliance in onboarding, orientation, and induction processes.
  • Conduct exit interviews and ensure a smooth and documented exit clearance process.

Training & Certification Management:

  • Review and support the training needs analysis and coordination efforts conducted by junior staff.
  • Identify, coordinate, and manage training programs.
  • Maintain and update mandatory testing and certifications (e.g., audiometric, offshore safety, color vision, GOC).
  • Apply for government training grants (e.g., SDF) and monitor training evaluations.

HR Operations & Compliance:

  • Supervise and review the work of junior HR team members.
  • Oversee HR documentation, reporting, filing, and ensure compliance with audit requirements.
  • Ensure the accuracy of HRMS data (e.g., Just Login) and support reporting needs.
  • Oversee work pass applications, renewals, cancellations, and updates managed by junior staff, ensuring regulatory compliance.
  • Liaise with insurers on staff movements and claims.
  • Ensure compliance with the Employment Act, CPF, MOM, IRAS, and other statutory obligations.
  • Participate in PDPA-related activities and ensure confidentiality of HR data.

Employee Engagement & Administration:

  • Oversee employee engagement initiatives and wellness programs managed by junior HR staff, ensuring alignment with company culture and inclusivity.
  • Supervise administrative support related to staff accommodation, office access, and vehicle coordination by junior staff.
  • Ensure continuity in operations and escalate issues when administrative team members are absent.
  • Review and approve administrative reports and staff logistics documentation where necessary.

ISO & QMS Documentation:

  • Assist with the management, maintenance, and audit readiness of HR ISO/OHSAS documentation.

Other Duties:

  • Undertake other ad-hoc HR and administrative tasks as directed by the Head of Department.

REQUIREMENTS:

  • Diploma in HR Management, Business or related fields.
  • Minimum 5 years of relevant HR experience, including payroll and compliance.
  • Familiarity with Singapore's employment laws and statutory reporting requirements.
  • Ability to lead and mentor junior staff effectively.
  • High level of integrity and discretion when handling confidential information.
  • Proficient in HRMS platforms (e.g., JustLogin) and MS Excel.
