Responsibilities
Develop detailed marine-specific project plans in line with overall FPSO redevelopment schedule. Coordinate with other department heads, such as engineering, production, and safety, to ensure seamless integration of marine activities with the rest of the project.
Liaise with external contractors, shipyards, and regulatory bodies. Negotiate contracts, review bids, and select suitable partners for marine-related work. Monitor contractor performance, ensuring compliance with contract terms, safety regulations, and quality standards.
Supervise inspection, maintenance, and repair of the FPSO hull. Coordinate with surveyors to conduct regular hull surveys, evaluate condition of the hull structure, and implement necessary refurbishment or strengthening measures.
Manage redevelopment of mooring system. Oversee design review, installation, and testing of new mooring components, such as anchors, chains, and mooring lines. Ensure mooring system meets required safety and operational criteria, considering environmental conditions at the FPSO's operating location.
Take charge of refurbishment, scoping, fabrication and installation and commissioning of new marine systems such as ballast water treatment systems, fire-fighting systems, and seawater intake and discharge systems. Coordinate with equipment suppliers and installation teams to ensure proper installation, testing, and integration of these systems with the existing FPSO infrastructure.
Review and approve technical documentation related to marine systems, including installation manuals, operation and maintenance procedures, and safety manuals. Provide technical guidance to the project team on marine-related issues, and resolve any technical problems that arise during the installation process.
Develop and implement safety policies and procedures specific to marine operations during the redevelopment project. Conduct regular safety audits and inspections of the work areas, equipment, and personnel to identify and mitigate potential safety hazards.
Ensure compliance with all relevant international, national, and local regulations, as well as industry standards, such as IMO (International Maritime Organization) regulations, classification society requirements (e.g. ABS, DNV-GL), and local environmental regulations. Keep abreast of any changes in regulations and implement necessary adjustments to the project to remain compliant.
Manage and supervise marine operations team, including marine engineers, deck officers, and seafarers. Assign tasks, provide training and development opportunities, and evaluate the performance of team members. Foster a positive work environment that promotes teamwork, safety, and continuous improvement.
Participate in selection and hiring of new marine personnel as required for redevelopment project. Ensure all personnel possess necessary qualifications, certifications, and experience to perform the duties effectively.
Requirements
Degree in Marine Engineering. Professional certification such as PMP is an additional advantage.
Above 18 years of HSEQ and construction management experience in Offshore Oil & Gas and Shipbuilding industry with major operators and EPCs.
Minimum 10 years of experience in offshore construction supervision, covering newbuild FPSOs, life extension works, and scheduled shutdowns.
Minimum 10 years of experience in HSEQ management, including safety inspections, risk assessments, emergency response planning, incident investigation, and regulatory compliance.
Above 10 years of experience managing multidisciplinary teams across Asia and Africa, including organisation and execution of critical shutdown scopes with mid- to large-sized teams (above 50 personnel) and coordination with other departments e.g. engineering, HSE, quality control, logistics, and commissioning.
Above 15 years of involvement in FPSO life extension and conversion projects of above USD 300 million project value.
Expert functional knowledge of multi-discipline offshore construction (structure, piping, E&I, mechanical), shutdown coordination, permit-to-work systems, and MOC (Management of Change) processes.
Proficient in Microsoft Excel, AutoCAD Plant 3D, and Autodesk Inventor for reporting, tracking, and design drafting.
Highly conversant with Python programming for workflow automation and data processing tasks.
Able to start work at short notice.
