What The Role Is
The Culture Academy (CA) of Ministry of Culture, Community and the Youth, of the Singapore Government Service, plays a key role in promoting the cultural sector thought leadership the public sector and on the global stage. You will play a part supporting the division’s work in thought leadership and development of the next generation of Singapore’s cultural leaders in the public and private sectors, in-line with MCCY’s strategic priorities of fostering a caring people, cohesive society, and confident nation.
The Academy’s work focuses on two main areas: Leadership and Capability Development, Research and Partnerships. To build and nurture leadership capabilities in the arts and culture sector, CA offers programmes and opportunities for our cultural leaders to hone their leadership skills and deep dive into cross-sector research so that they can grow professionally. CA works on research and sector-wide analytics that inform the MCCY policy division and fellow cultural agencies and institutions. The Academy also actively seeks platforms locally, regionally and internationally to showcase our cultural leaders so that it can achieve its vision of becoming a leading regional centre of excellence and knowledge for the development of cultural leaders and cultural knowledge.
What You Will Be Working On
The jobholder is part of the team to oversee and manage various administrative and corporate tasks within the division. This role is crucial in ensuring the smooth operation and effective utilisation of resources, contributing to the overall success of the division.
Working with the immediate supervisor(s), the jobholder will collaborate closely with other CA team members to coordinate and gather input, manage cross-cutting meetings, and oversee the development of frameworks and processes that facilitate collaboration across teams.
The Jobholder Will Be Responsible For
Corporate & Administrative Management
Handle corporate returns for organisation-wide events, logistics coordination, and timely submission management. Develop and enhance frameworks and processes to improve cross-team collaboration and efficiency, while reviewing internal processes to optimise project execution. Administer the fellowship scheme and oversight of CA Fellows' onboarding and renewal processes. Coordinate cross-cutting meetings to facilitate effective communication and collaboration.
Finance Management
Oversee the division's overall budget management, including allocation, finalisation, and future fiscal year budget proposals and mid-term reviews. Monitor and track divisional expenses to ensure efficient resource utilisation. Verify and process invoices, and manage supporting documentation as required.
Workplan Coordination
Coordinate and consolidate input during the workplan cycle, prepare presentations for senior management review, and manage follow-up actions and retreat planning.
Staff Management
Actively create opportunities for team building and well-being, arranging events within budget and coordinating logistics. Support temp staff recruitment processes and manage their deployment and administrative matters. Oversee the onboarding process for new staff members to ensure smooth integration into the team.
Resource Management
Oversee collaterals, office stationery, and inventory procurement and management. Manage digital subscriptions and annual renewals based on team requirements. Ensure proper space utilisation and maintenance, including administration of access control systems.
Knowledge Management
Manage shared mailboxes, including access authorisation and liaison to ensure timely query responses. Maintain CA registry files. Maintain CA/corporate team’s SharePoint pages and Microsoft Teams platform.
Digital and Communication Management
Manage public-facing platforms, ensuring active content management and timely updates. Coordinate with IT department for technical requirements and oversee the division's branding and marketing materials.
Event Management
Lead and manage CAx events with the team, including strategizing, outlining event structures, developing publicity materials, and overseeing logistics. Conduct post-programme evaluations to assess success metrics and identify improvement opportunities.
Manage ad hoc projects and other related tasks as needed.
Experience
What we are looking for
- Minimum 2-3 years of relevant experience; public sector experience is preferred.
- Experience in Business Administration

- Strong organisational skills for managing multiple projects and meeting tight deadlines under pressure.
- Proficient in Microsoft Office (Excel, PowerPoint, Teams), Adobe, and SharePoint; interested in digital innovations.
