Job Purpose
The Institute of Policy Studies (IPS) is a policy research think-tank in the Lee Kuan Yew School of Public Policy, National University of Singapore.
IPS is seeking to hire a Manager (Administration), to manage its General Administration department. The role will also include human resource and facilities management. Candidates should be skilled professionals and competent in these fields.
Job Description
Manage the Institute’s General Administration departments, and ensure that these functions operate securely and smoothly to complete their tasks in accordance with schedules and deadlines
Plan, strategize as well as administer standards for workflows, systems and procedures across the organization and maintain them
Monitor headcount, project manpower needs, prepare and review budgets and other reports, and conduct annual performance appraisal exercise
Proactively identify areas which can be improved and streamline processes to enhance overall efficiency and effectiveness of the systems, then establish guidelines and implement protocols for the necessary changes
Train and develop team members to enhance performance
Ensure that processes, procedures and practices comply with relevant policies and regulations (such as NUS’ & MOM’s)
Communicate effectively within IPS and interface externally to develop strong relationships to facilitate the work of the Institute (such as with landlords, NUS centralised functions and departments)
Ensure that IPS’ buildings and facilities are well maintained (coordinate and oversee services and maintenance activities such as regular inspections, and manage contractors/vendors and related contracts such as cleaning, pest control, air-con maintenance, fire safety services)
Other ad-hoc duties as and when assigned
Qualifications
At least 5 years of working experience in both administration and HR management, with an in-depth understanding of these functions along with a proven track record
Excellent communication skills, both verbal and written, and able to effectively interact with different types of people
Strong leadership, decision making, critical thinking, strategic planning, problem solving, resource management and coordination skills
Excellent organizational and project management skills to plan for and keep track of multiple projects and deadlines
Familiarity with financial and facilities management principles
Team player, positive disposition, proactive, resourceful, meticulous
Able to work independently with minimal supervision
Highly proficient in MS Office
Degree in business administration, management, or a related field
