Job Posting for Manager (Contracts Management) at People's Association
To support PA’s objective to promote social cohesion and community bonding by provision of community spaces for people to interact and bond.
Pre- and post-contract management/administration of PA development projects. This includes (but is not limited to):
Liaise with other project sections within the Division to ensure timely procurement of contracts for PA’s development projects.
Translate requirements into quotation/ tender documents, manage the Invitation to Quote (ITQ)/ Invitation to Tender (ITT) from preparation, calling, evaluation, providing recommendation for all procurements up to contract award for all PA’s development projects.
Liaise with co-users on the requirements for integrated CCs projects includes seeking release of funds from co-users for integrated CCs projects.
Manage cashflow / budgetary forecasts and cost data analysis.
Ensures compliance with appropriate tendering and procurement procedures in accordance with Government procurement & financial procedures and PA’s policies/procedures.
Assists to liaise with audits conducted by both internal and external auditors on tenders/ projects.
Support the Section in improving internal systems including processes and procedures for greater efficiency. Implement procurement strategies to enhance governance, results and increase operational efficiencies
Other ad-hoc duties not covered under main responsibilities and duties.
Participates in and contributes to Divisions’ Project Team(s).
Performs other duties as and when assigned by senior officers.
Education
Professional Qualification in Architectural, Building, Construction Management, Project Management, Quantity Surveying or other Building related disciplines.
Experience
Minimum 2 years of relevant experience in procurement of construction services from tender preparation to award for construction, consultancy contracts or other building related projects.
Others
Able to read and understand Building and M&E drawings/plans
Good knowledge in tendering procedure/ contracts management/administration
Good knowledge in Microsoft Applications i.e. Excel, Power Point, etc
Good organisational, conceptualisation, communication and inter-personal skills.
Able to work independently and within team
Good time management and able to multi-task
Positive and Perseverance attitude
Willing to learn
Knowledge of Government Instruction Manual preferred
